There were one or two things of controversy. Every one of those items you mentioned, the agency has a response to. The Bush administration even gets reversed in court because it overreached in regulatory rule-making initiatives, in federal appeals.

Yes, judges have overturned Bush environmental rules as overreaching ... in their readiness to violate the Endangered Species Act.
