Holds Lifted, Holdren & Lubchenco Cleared ... A Second Time?

It seems that the mystery of the holds on two of President Obama's senior science advisers has been solved.

All attempts to delay John Holdren, nominated to lead the White House science and technology office, and Jane Lubchenco, nominated to lead the National Oceanic and Atmospheric Association, were lifted this afternoon after a closed-door meeting of the Senate Commerce Committee, according to Greenwire.

Why the Commerce panel needed to vote on Holdren and Lubchenco again after affirming them once last month remains unknown, as do the identities of the holders whom we've been working to unmask.

Greenwire reports that Sen. Kay Bailey Hutchison (R-TX), the senior GOPer on Commerce, pointed a finger at Democrats for slowing the nominees to win concessions on other issues. Hutchison told me earlier this week that she was unaware of any objections -- we'll let you know more as soon as we know.

Late Update: Here's why the committee had to meet again this afternoon ... CQ's original report that stated Holdren & Lubchenco were "approved" last month was incorrect. The nominees were actually "discharged," which in Senate parlance means that they were quickly cleared without the panel voting.

That seems to have made the duo a magnet for senatorial objections -- the source of which remains murky, even to folks in the Senate. Now that the committee has met again to give the official stamp of approval to Holdren & Lubchenco, however, they can be moved towards unanimous approval without further shenanigans.

The Lubchenco hold was probably my fault. She gave me a B in Marine Biology back in '87, messed up my GPA. I didn't think I had that much clout with my Senator, though.

Ha! - She tried to keep me outta grad school to make room for her cronies' wannabees - hated my major prof and chose to punish me for it. Make no mistake: she is a player and a big politician, although I respect her science and I am glad to see someone with a brain in charge of NOAA.

Of course, she doesn't always succeed: you can call me "Doctor."

Hmm... Sounds more like the Republican's strategy is to find any trivial and ridiculous excuse to slow down any and all of the president's initiatives.

OK. I'm an American citizen, right? The Constitution was written for me, right? I have a question. How can one senator anonymously stall the legislative procedures and responsibilities specified in MY Constitution? Get a life. I don't care about the Senate club, Senate collegiality or Senate traditions. I want my government to work. I am the citizen who pays the bills (well, some of us), gets drafted (well, some of us), and puts my country above my petty personal interests (well, you get the point).

The U.S. Constitution (Article I., Sect. 5, Clause 2) provides: "Each House may determine the Rules of its Proceedings..."

I am questioning the continuance of the Rules based on the club, collegiality and traditions of the Senate. As I said, my government is not working. Changing the rules does not require a Constitutional amendment, just a decision by the Senate leadership to put its collective responsibilities ahead of its fealty to its own members. I am fed up with the American nobility, of which the Senate has become a part. Do your job or get out of the way. Do not ever put one of your "peers" ahead of duty to your country.
