Will Specter Vote For The Budget? An Early Test
When Pat Toomey announced that he'd be challenging Sen. Arlen Specter in the Pennsylvania primary, we were prepared for Specter to tack to his right. And he did just that. After ushering forward and voting for the stimulus spending package, Specter voted for a Republican alternative budget that would have frozen spending. He announced his intent to oppose EFCA. And he withheld support from President Obama's OLC-chief designate Dawn Johnsen.
But then he ditched the Republican party and, with it, much of the incentive to do the bidding of conservatives. At about noon, he became a Democrat. At about 2:15, in a move that vexed liberals, he announced that he doesn't support Dawn Johnsen. A few hours later he voted to confirm the supposedly controversial Kathleen Sebelius to be Secretary of the Department of Health and Human Services. This morning he appeared with Obama and other Democrats in a celebratory photo-op at the White House.
And tonight, he'll have another test.
The Senate will vote on the final budget shortly. In a previous incarnation, Specter voted against it. This evening, in an early test, he'll have to decide whether to stick with that judgment, please the party faithful and vote with the Democrats, or somehow abstain. I suspect he'll vote against it - an early show that he's not "bought and paid for". He wants to seem principled afterall.

Especially if it's clear it's going to pass anyway. Low cost. If it were to fail by one vote and he voted Nay, he'd have some 'splainin to do.

Arlen "Magic Bullet" Specter ... seem principled? That would be one spectacular feat, even if measured against curs like McCain, Lieberman et al.

There is rumblings that Toomey could drop out and Ridge is going to run in Pa. I said all along that Toomey was just running to try and control Specter's vote - and that might still be the case.
Ridge is pro-choice, so it will be interesting to see how that would all play. I thin Ridge would smoke Specter in a general though, so it looks like the Dems might have made an error here.
One benefit to a legitimate challenge from the right is that Specter might have to bank harder left in order to make sure he'd have the base votes from Democrats.

Perhaps the TPM Gang can set aside the Specter Fun for a while to cover a piece of major legislation that's being debated. This is one where the Blogs need to keep the pressure on.
