Did the White House Give Joe Wilson Everything He Wanted? In a Word: Yes

Rep. Joe Wilson (R-SC) may have made a fool of himself when he screamed "You lie!" at President Obama during last week's epic health care speech. He certainly earned a slap on the wrist from the House of Representatives for it.

But, in the final analysis, did the White House basically reward his bad behavior?

The answer seems to be yes.

At stake was the question of how the government will ensure that it doesn't provide subsidies to illegal immigrants who are trying to buy health insurance. Originally the various proposals on the Hill emphasized that such subsidies wouldn't be allowed, but they left the precise regulations To Be Determined. The House legislation, for instance, provided that an official at the Department of Health and Human Services would be responsible for writing those rules before the exchanges went live.

After Wilson's outburst, Sens. Max Baucus (D-MT) and Kent Conrad (D-ND) changed the language in the Senate Finance Committee bill to essentially write those rules now, and codify them into law. They sought to provide that all consumers offer proof of citizenship when buying insurance within the exchanges, so that their eligibility for subsidies can be determined. Among people who live below 300 percent of the poverty line, citizens would be eligible for subsidies, and so would many other non-citizen residents, but illegal immigrants would be blocked.

As we reported last week, this is an inefficient way of ferreting out abuse of the system by people in the country illegally. But as it turns out, the White House wants to go event further.

Earlier this week, the New York Times reported that Baucus will do the administration's bidding: "Senator Max Baucus, the Montana Democrat who is leading bipartisan negotiations on health care legislation, on Monday said he would include in his bill a proposal by the Obama White House to bar illegal immigrants from buying health coverage through a new insurance marketplace, or exchange, even if the illegal immigrants were willing and able to pay the full cost."

"NCLR cautioned decision-makers that giving in to the dishonesty of Representative Wilson would undermine U.S. citizens and legal immigrants, and that is what has happened," said Janet MurguĂ­a, President and CEO of the National Council of La Raza.

Rep. Luis Gutierrez (D-IL), chair of the Congressional Hispanic Caucus Immigration Task Force, said "The White House has said it stands for comprehensive immigration reform; but you cannot say you want to bring people out of the shadows and then deny them non-government access to health care that they can use their own dollars to purchase."

The administration's decision means illegal immigrants will either have to buy insurance over the counter (the way many of them do today) and pay the same exorbitant premiums, or remain uninsured. They'll be prevented not just from receiving income-based government subsidies, but also from enjoying the benefits of (and contributing to) enhanced competition, and pooled risk, within the exchanges.

On the flipside, hospitals will continue to admit illegal immigrants to emergency rooms, and the government will continue to take the hit when bills go unpaid. And since illegal immigrants are a relatively healthy subset of the population, the cost of health insurance within the exchanges will be that much higher if they're excluded from the risk pool.

But the pay off is that Joe Wilson will be on even shakier ground than he was before if he calls the President a liar again. So I guess it's all a wash!

I'm confused. So Max Baucus takes his orders from the Obama administration now? Because I'm pretty sure the White House would have liked him to fuck up the health care bill a little bit less than he has currently.

Take away a huge wingnut rallying point on which was a non-issue at the present. The plan here seems to be to take the piss and vinegar away from the teabaggers one mountain they make out of a molehill at a time.

Besides let's see what happens to Joe Wilson when the immigration reform is tops on the White House to-do list.

Agreed. Like this even has anything to do with immigration control or health care funding anyway. It's about raising the heat one more notch in the rhetoric and blatant disrespect to the public that voted to change the path that Wilson and others on the Right represent. "You lie!" was simply a fact-free rallying cry added to the growing heap of blatant hatred that will help fuel the approaching political violence that is now more certain than ever to happen.

That's the real story here.

I'm confused too. Prior to the change in language, the reform package still did not provide coverage to illegals. After the change in language, the reform package still doesn't provide coverage to illegals. Obama wasn't lying like Wilson claimed. I don't see how Wilson got everything he wanted. Granted, Wilson could have gotten his extra language without acting like a fool, but that would have required Republicans bargaining in good faith.

The bill included language about not subsidizing illegal aliens, but omitted any provisions for enforcement (which, whether intended in this case or not, is a way of making sure something doesn't actually happen). And amendments to make some provision for enforcement were defeated.

That provided the opening. And why provide that opening at all? It was either a back-door attempt to provide illegal aliens with insurance subsidies, or it was pure stupidity.

Now provisions for enforcement are not only included, thanks to the wingnutty outburst, they're stronger than they needed to be so that people who can afford to foot the whole bill for their own insurance premiums will be denied coverage if they can't prove legal status.

Who, other than wingnuts, finds that outcome desirable?

And it was totally unnecessary. The worst of it was the degree to which reinforced wingnutty "concerns" and provided a meme for the media to latch onto.

The only response of the White House was to say, "I accept your apology."

Baucus' weasley and absurd cow-towing to Wilson had nothing to do with Obama. Baucus is so used to doing what the other side says he just assumed Wilson was one more person he had to please. He never dreamed he should please the people from his own state, or other Democrats for that matter.

Don't blame this particular fiasco on Obama, ok?

I could give you a list of things to blame, but let's see how things go -- he's warming up!

Does the new language really matter? Let's say there's a kid whose parents are illegal immigrants. Let's say the kid shows symptoms of H1N1 flu. What's the health system's response? Health insurance is more than a benefit, it's part of an overall health system intended to minimize, for example, the spread of panedmics and epidemics.

What does Wilson expect, that before a health system gives someone a vaccine or treatment for some contagious illness, it will demand that the person produce a passport? Hmph.
