Experts: Baucuscare Would Leave Poor Out of Work

While the liberal policy community in Washington mostly acknowledges that the health care plan put forward by Sen. Max Baucus (D-MT) falls short of its counterparts in the House and Senate, they also believe it would be an improvement over the status quo. But at least one of the measures, reportedly supported by Sen. Olympia Snowe (R-ME), is so poorly designed that it has some critics downright worried.

"The Baucus plan is going to create all kinds of incentives to avoid hiring low income people," says Edwin Park of the Center for Budget and Policy Priorities. Shortly after Baucus unveiled his proposal, CBPP--a respected policy shop that tilts liberal--released a report warning about this very possibility.

"It's the one [measure] that we've been worried about in the Finance Committee discusions or months now," Park warned.

The issue involves penalties employers are required to pay if they don't offer insurance to their employees. And it would be easy to fix--if it didn't have Snowe's backing

In the House legislation, and the Senate Health, Education, Labor, and Pensions bills, the incentives are lined up right.

"In the HELP bill you pay a fee--a fixed dollar amount for every one of your workers if you don't offer coverage," Park says. "In house you pay a percentage of your payroll if you don't offer health insurance."

But in the Finance Committee's bill employers are only required only pay penalties on a per-employee basis, when the workers they don't cover end up receiving subsidies from the federal government.

That creates an clear, and perverse, incentive. "You hire someone who's middle income, you don't pay a fee," Park says. Specifically, the plan would motivate employers at mid-size and large businesses to hire people who, say, have spouses who earns plenty of money, or who otherwise already have insurance--anybody who won't incur the fee.

A well structured employer mandate, Park notes, isn't just fair to low wage workers--it's also raises funds so that those who do have to buy insurance on the individual market also have adequate subsidies. The HELP bill's employer mandate is projected to raise a modest amount (less than $100 billion) over 10 years. The House's employer mandate would raise something like $150 billion over 10 years. Baucus' would raise significantly less.

Baucus later that afternoon said the group would put in a proof of citizenship requirement to participate in the new health exchange — a move likely to inflame the left.

I know just how you feel. This is so disgusting that I took the time to send the following to Info@whitehouse.gov. I wonder if my application to Armie's Freedom Works will be rejected now?!?!

Both Obama and Rahm have given their Blue Dog Buddies carte blanche to say to all Americans, "See, Wilson was correct. Obama did lie. And, because Wilson was so good as to point that out to our deceptive President, we are putting language in the health care bill that will keep illegal immigrants from getting the health care the President was sneakily going to give them at our expense! Imagine, the first African American President of the United States had to be put in his place by the upstanding southern conservative Joe Wilson. Yes, the party labeled him a democrat because they wanted to say they had 60 senators to fight filibusters. To accomplish that, the Dems got a bunch of conservatives, gave them big bucks to run for office (wearing a donkey suit, of course). So, the Democrats can say they have 60 Senators, but the Republicans, in fact, have the majority. We're the ones who are being played--ask Rahm, he's having a party and using us as the jokes of the night. but I'm sorry to say, it looks like his fellow pol, Obama, is attached to Rahm at the hip. Rahm isn't doing anything without Obama's OK. So, yeah, they ran and won under the guise a democrat. We need to look for Green or Independents for the 2010 and 2012 elections.

This is a great hypothetical exercise, but there's one problem: asking about any of the situations (family income, spousal insurance, etc.) is already ILLEGAL. The quickest way to sort that out is stepped-up enforcement of the existing regulations against those employer behaviors.

I am just so disappointed in Baucus and the DINOs. More than disappointed. Pissed off. These pigs truly just don't give a shit about the average American. Furthermore, not only are they unwilling to do that, they go out of their way to help big business. WTF was the point of me voting for and sending money to Dems? Why even bother? I might as well just vote for Repubs.
