The motion to disapprove of Rep. Joe Wilson's (R-SC) outburst of "You lie!" during President Obama's speech to Congress last week has now passed in the House.
The numbers: 240 Yes, 179 No, and 5 Present.
Late Update: In terms of party breakdown, 12 Democrats voted No, and five Dems voted Present. In addition, seven Republicans voted Yes.

The following seven Republicans voted in favor of the resolution: Joseph Cao (LA), Jo Ann Emerson (MO), Jeff Flake (AZ), Bob Inglis (SC), Walter Jones (NC), Tom Petri (WI), and Dana Rohrabacher (CA).
The following 12 Democrats voted no: Michael Arcuri (NY), Bill Delahunt (MA), Gabrielle Giffords (AZ), Maurice Hinchey (NY), Paul Hodes (NH), Dennis Kucinich (OH), Dan Maffei (NY), Eric Massa (NY), Jim McDermott (WA), Gwen Moore (WI), Gene Taylor (MS), and Harry Teague (NM).
The following five Democrats voted present -- which in parliamentary terms is a polite form of voting no: Eliot Engel (NY), Bill Foster (IL), Barney Frank (MA), Carol Shea-Porter (NH), and Ike Skelton (MO).
And the following six Democrats and four Republicans missed the vote: Gary Ackerman (D-NY), Gresham Barret (R-SC), Mike Conaway (R-TX), Peter Hoekstra (R-MI), Stephen Lynch (D-MA), John McHugh (R-NY), Joe Sestak (D-PA), John Tanner (D-TN), Nydia Velázquez (D-NY), and Maxine Waters (D-CA).

That's OK; the main thing was for the House to go on record disapproving of the blatant violation of the rules against ad hominem attacks on the House floor that Wilson's outburst constituted. That should not have been passed over with an official shrug, and now it hasn't been.

Take note: This is the difference between Republicans and Democrats. Republicans will more or less stand by their members even when they have done something this obviously stupid and wrong. Democrats would have voted overwhelmingly against their own member. Furthermore, Republican's actually build their strength in cases like this by playing the victim and standing up to the oppressive majority.

Notice that Barney Frank voted "Present," which is the same as voting No. Frank said he didn't want to see the House in the business of deciding who was a jerk. He's got a point, but I think maintaining some surface civility is a more important one.
Kucinich's vote doesn't mean he agreed with Wilson, only that he disagreed with the motion to register official disapproval.

Actually, "Present" in parliamentary terms is in the direct sense an abstention, which in the best of uses is a principled action. Presumably in this case some of those voting "Present" were truly abstaining against the relatively weak tenor of the motion (I would have voted no in opposition to the repressive 'gentlemanly' rules of decorum).

I was surprised by the voting patterns on this resolution...
For the Democrats voting no/present, nearly all of them are pretty liberal and I'm not sure why they're not voting for it. For instance, Dennis Kucinich, Gwen Moore, and Jim McDermott are among the most liberal members of the entire Congress and they all voted no.
The only no votes that make sense are Taylor (his MS district gave McCain 68% of the vote), Teague (facing a tough election next year in a conservative NM district), Arcuri (had an unexpectedly tough race in 2008), Hodes (running for Senate in NH) and Giffords (represents a GOP-leaning district in southern AZ).
ON THE OTHER HAND, lots of Democrats who are much more conservative and vulnerable for defeat voted yes. A few examples:
Walt Minnick (won in 2008 by one point in a conservative Idaho district and has voted against the Dems on EVERYTHING so far)
Bobby Bright (another conservative freshman Dem from a very Republican district in Alabama)
Charlie Melancon (running against David Vitter for Senate in a state that has become even more conservative lately)
Tom Perriello (beat Virgil Goode in a close race in a conservative VA district last year)
Parker Griffith (another conservative freshman Dem from Alabama who recently said he would not vote for Nancy Pelosi for Speaker again)
Nearly all of the conservative Democrats in the House voted for this, which is a good sign and honestly a surprise to me. No doubt Jim Clyburn worked extra hard in his job as Majority Whip on this particular resolution!

My guess is that McDermott, Frank, Kucinich, et. al., just voted against this because it's a farce - the Democrats vote to make a point, and the Republicans vote to defend their guy. It's meaningless. The only things we learn from this vote are things we already knew.

The rules are nothing new. They are the same rules that were in place when the Republicans ran the Congress. They have basically been in place for the past 200 years.

I agree with Barney to some extent - I would prefer if the House made rules that any member guilty of such an outburst be removed from the chamber immediately, while the cameras are rolling. Wilson, or other members, need to be removed if they cannot behave themselves with respect and decorum.
I don't agree that it wasn't important for the House to take some formal action. Without it, what we would soon have is the townhall teabaggers making it impossible for anyone else to have a discussion.
The funniest part of the whole thing to me remains that Wilson's shout of "you lie!" was itself a lie which was promptly called out all over the media. How often does that happen? In the service of throwing red meat to the 25%ers, he got himself labelled as a lying, ill-mannered jerk with everyone else.
