This piece from Politico offers some useful insight into the extent to which Sen. Olympia Snowe (R-ME) is under just as much political pressure to oppose health care reform as she is to support it.

Conservative members of her caucus aren't being particularly shy about where they stand.
"It would be terrible if one Republican chose to basically sell out the whole Conference," said Sen. Jim DeMint (R-SC), "particularly in return for some naive idea that we can get some compromise here and that it's going to hold up in [a House-Senate] conference."

"If Republicans are unanimous or maybe unanimous but one -- that puts a real spotlight on anybody who does differ from all of their colleagues," said Sen. John Kyl (R-AZ)

And that's just what they're saying publicly.

Well that wasn't very nice. One day you will be old and your forehead will be wrinkled too - that's if you're lucky enough to live that long.

I would rather criticize her on her lack of integrity and conviction. I can't imagine why she has to kowtow to these thugs. She's pretty secure in her seat. I can't imagine people in her state all have health insurance.

How many women senators, how many women governors, how many women cabinet secretaries and vice presidential candidates (or at least the first one) and all you can talk about is Olympia Snow's APPEARANCE?

I thought that kind of talking about a woman's appearence went out with the '60's.

Sorry Rich, I don't have much hope for reconciliation. Allow me to explain why.

After laboring for months, Max Baucus has emerged from his little room and presented to the nation his 233 page crapper companion. Perhaps it was a labor of love, but I can’t help wondering whose love?

Curious as to the “sausage-making” process in an important bill like this one, I just HAD to see what was going on. I first, grudgingly admitted, I cannot be a fly on the wall. I just can’t! However, I am agile and, in the spirit of discovery, I was able to crawl through the ventilation system in the Capitol Building and was able to find my way to an anteroom of Max Baucus' office, wherein I observed the following:

It seems I chose a tense moment in the negotiations. As I peered through the grill, the scene was emotional. Maxie was propelling himself toward the door as fast as his knees could push him. “NO! WAIT! PLEASE! Forget the children! They’re out! No coverage for rug rats. Noooooo! Stop!”

Charles Grassley was standing, strangely tall, by the door, with sharp, decisive gestures and a staccato delivery of his grating, nasal voice that would bee surprising to anyone familiar with his public persona. “You’re not even CLOSE”, he sneered. “If you want Republican votes, you’ll have to do ever so much more for my friends”.

“You already HAVE my firstborn grandson!” Baucus whined. “What do you want? What will be enough?”

Grassley stood frozen for a moment, a statue of icy disdain. “Well” he drawled, like a cat with a baby rabbit under its paw. He held out his hand and the ever attentive Mike Enzi handed him a slender, red notebook. “Hmmmmm” he continued. “You ARE a Democrat, aren’t you Max?” he began in a seemingly friendly tone. “My, my! A Democrat, in Congress, yet you still have two testicles, DO YOU NOT?” he exploded.

Max Baucus paled more than I thought humanly possible. Somehow! Despite all the abject, craven imposturing, SOMEHOW, The Grassley KNEW! And he would inevitably, have his due. Conrad, who lost his years ago, allowed a brief, flicker of vindictive triumph escape his carefully composed features. No doubt the Botox helped him seemingly remain serene.

“What do you DO with them?” Queried a tearful and terrified Baucus?

Grassley continued relentlessly. “The tally shows there are still 47 Democratic balls in the Senate. I aim to have most of them before 2010”.

“Have you no mercy?” moaned Max. “At long last, sir, have you no mercy?”

The Grassley gave a short, ugly bark of amusement. “I’ll be Back!” he intoned menacingly. At least I won’t do with you, what Mitch McConnell did. Years ago, he had both of Harry Reid’s cast in metal and mounted in his foyer as a sculpture.”

Max gasped. “You mean that ugly little fountain near his front door?” I’ve seen it from the portico!”

“Yes” oozed the Grassley. "He had them cast in solid brass. The irony was lost on no one!” With that, he snapped his fingers with a crack like a rifle shot and brought Olympia out of her trance. In a regal procession, reeking of contempt, they left the stricken Democrats alone.

Deeply disillusioned, I began to work my back out of my observation perch. As I was leaving, I overheard Max and Kent, feverishly whispering. “Kent, we’ve GOT to cut more! We’re getting close! I can feel it!!” After a pause, I heard a thoughtful Conrad offer, “Maybe if we removed every verb…” “Brilliant!”, cried Max. “That just might do it.”


“DAMN!” Kent, call the Capitol Hill Police! “Jeff’s overdosed himself again”

I left with a heavy heart. So you see, Rich, there aren't enough balls left in the Senate for reconciliation. If only Hillary hadn't left! Her three would have been enough for a tie-breaker. I swear this is all true.

There is no need for GOP to turn the heat up on Snowe.

Maine ranks 4th in states with highest premiums. Maine required health insurers to use community rating on premiums since the 1990s. And Maine has the public option, which contains mostly the sickest (i.e. most expensive) patients.

All factors combined make Maine so expensive for health insurance. And now Baucus wants to tax insurance plans 35%.

Which means if she supports this bill she will be obliterated in the next election cycle.

As I've mentioned before, Snowe's popularity in ME is huge. Consistently over 70%.

She will be fine in the next election cycle regardless of her vote on this bill.

The fact that she won't vote for such bill is one of the reasons for her popularity there. 35% tax on top of the 4th highest premiums in the nation.

I live in Maine. I know exactly what the insurance situation is there. The situation is lousy. Not only are the rates high but your only choice is Wellpoint.

Frankly, I don't care how she votes on the Baucus version because I think it sucks, partially for the subsidy related issues that Snowe has concerns about.

I am more interested in whether she will vote for cloture on the final version.

Most likely a "no" vote.

And either voting yea or nay on the final version will piss off a substantial amount of Mainers.

So my original point still stands in that she can pretty much do what she wants on this particular vote and her approval rating won't move much.

Certainly not enough to put her in electoral jeopardy.

About a month ago, weren't we saying the same things about Dems who were opposed to the "public option"? I clearly recall "if you can't vote with the Prez on his signature issue, why not just get out?" The larger the consequences, the more intense the pressure. The difference is the Dems have never been very good at imposing this kind of pressure, while it appears to be the epitomal requirement for being a Repub.

Now why would she go and do something like making up her mind, one way or the other?

I mean, then she wouldn't be flashed on screen twenty times during the President's speech to a joint session of congress, she wouldn't see her name in every article about reform, lobbyists would suddenly not be coming around with wads of cash... in other words, things would get a lot less focused on Olympia Snowe.

No reason to do that... might as well continue to play everybody.

If Snowe had any guts and a sense of this moment in time, she would pull a Spector and jump parties. The difference is that her jumping wouldn't look as clearly "survival" motivated as Spectors. She's not running. But she can flat out make the credible argument that the GOP in the Senate and Nationally no longer represents the positions of her voters back home in ME. 57.7% vs 40.4% in the Presidential Election in favor of Obama running on issues such as Healthcare and Environmental issues.

Obviously she loses some seniority rights. But we know this is something the Dems need to address anyway given Baucus.

If Snowe comes, Collins will eventually follow.
