After courting Sens. Chuck Grassley (R-IA) and Mike Enzi (R-WY) for months--making concession after concession and coming up empty, and angering Democrats who were shut out of negotiations--Senate Finance Committee chairman Max Baucus may be preparing to make amends by undoing some of the damage he made in the name of consensus.

A new report out from Roll Call suggests the new goal is a bill that can win each of the panel's Democrats plus, perhaps, Sen. Olympia Snowe (R-ME).

"I think there's a view on the part of the chairman and on the part of just about everyone who was there to try and come up with a consensus that every Democrat, and perhaps Olympia Snowe, could support," after meeting with committee Democrats. "I would say, just about everyone in the room thought it's doable."

Sen. Jay Rockefeller (D-WV) opposes the bill as it stands from the left, and has said that other Democrats on the panel were infuriated by the length and failure of the process. Snowe, meanwhile, hasn't said one way or another what she'll do. Democrats were initially skeptical that she'd sign on, but a number of signs yesterday suggest that she's leaning toward supporting the bill as it moves out of committee.

If Snowe opposes the bill, Baucus can afford to lose no more than one Democrat. So consensus--or near consensus--within the party will be critical for him.

If Baucus agrees to merge the good parts of his bill, which is actually better in a few sections than the HELP bill and HR 3200, with the HELP bill for passage in the senate then he should have no problem getting it out of committee whether or not Snowe goes along. Neither his bill or HELP were meant to be stand alone products anyway. I'm sure Schumer, Rockefeller and co. are gonna wanna know what parts Baucus will fight for on the senate floor first and hopefully it's not the worst parts.

For repeating the myth that 60 votes are necessary, as opposed to the preferred alternative of those who really don't want meaningful health reform in the first place. He knows better, but rather than point out how lame the Democrats are by refusing to call the Republicans' bluff on the filibuster (remember the nuclear option?), he simply repeats the MSM meme that 60, not 50 votes, is what is necessary to pass a bill.

He's not talking about cloture votes on the Senate floor. He's talking about votes in the Senate Finance Committee, on which Dems only have a two-seat majority. So if the goopers all vote against the bill in committee, all but one Dem has to vote for it.

So in other words, this whole exercise was - as everyone but Baucus predicted - a complete waste of time, and the negotiations should have been among all the Democrats on the committee as well as Snowe, who all along has been the only Republican to show signs that she would vote for any health care bill (though I'm not convinced that it's possible to bring her into the fold).
