Before members of the Senate Finance Committee were forced to go on the record about the public option, Sen. Kent Conrad (D-ND) refused to state a personal opinion on the question calling it "moot," and focusing all of his efforts on advancing a system of private, non-profit co-operatives instead.
Since then, though, Conrad's message has changed slightly, though he still says a public option will be a hard sell in the Senate. In response to a question from TPMDC, Conrad said it's "hard to see" where the public option gets the votes.
However, earlier this month, Conrad voted against two separate public option amendments, one of which would have tied a government insurance plan to Medicare reimbursement rates, another, sponsored by Sen. Chuck Schumer (D-NY), would require the plan's administrator to negotiate rates with providers. During the debate, he took a much softer stance on Schumer's plan than on the more robust alternative. And, as such his position on the general question has changed.
Conrad now says, frequently, that he objects to a Medicare-like public option on the grounds that North Dakota has some of the lowest reimbursement rates in the country. But he stays mum on the Schumer-like public option, suggesting that though his preference may be for co-ops, he's unwilling to be a spoiler for a more modest public plan.

This man needs to be read his job description..It is his job to get support for what the American people want and need! THAT MEANS THE VOTES! It is also his job to write legislation to cover the needs of what the Voter expresses when in leadership..He helped BC/BS to generate the verbiage to become a Co-op in his State!!

Conrad is part of Leadership. If the majority of the Caucus supports the Public Option, will be vote for it? Will be vote for Cloture?
Is anyone asking him them freaking questions?
Brian Beutler - you're a reporter. Get him on the record on this. If there are 51 "yes" votes for the PO, would he vote for cloture? If there are 51 votes for it, will he as a member of Democratic Leadership, make his vote the 52nd in a post cloture vote to pass the bill?
This isn't rocket science.

BTW, I just want to follow up on this.
Brian should be calling the offices of all the Fence Sitters and try to get them on the record on those two points.
* If the Caucas has a 50 (+ Biden) or 51 vote majority to pass the PO, will they vote with the Caucus on cloture or will they vote against the majority of the Caucus
* If Cloture is reached, will they join the majority of the caucus to vote for a bill containing the PO, or would they vote against the entire healthcare package simply because it contains the PO?
Again, this isn't rocket science. And plenty of people are trying to get them to answer. But Reid is largely allowing people to silently filabuster the PO because it "doesn't have 60" rather than people coming out and saying they would vote against the Caucus in a Cloture Vote.

Co-ops are a failure before they ever get started. Nationwide would be fine but little ones scattered here and there would be eaten alive by the big insurance companies. It would be better to have nothing if the only other choice is throwing the money away.
