Democrats Fundraise Off 'Strong' Public Option In The Health Care Bill

A few hours after the House Democrats dropped their health care plan, and as they are still counting votes on whether it has enough support, the Democratic Congressional Campaign Committee is raising money on the public option that's included in the bill.

The fundraising email subject line sure is attention getting: "Breaking News: Strong Public Option Introduced."

In the message to DCCC supporters, Chairman Rep. Chris Van Hollen (D-MD) lauds the health care plan and thanks Democrats for standing up and speaking out. And then he asks for more cash:

"Now that we've taken this historic step, the media, pundits, and defenders of the status quo are wondering, "How will you respond?" Help us raise $50,000 by MIDNIGHT TONIGHT to send a powerful message that the American people stand behind a strong public option and comprehensive health care reform."

BREAKING NEWS: HEALTH CARE BILL INTRODUCED WITH A STRONG PUBLIC OPTION

I wanted to share some exciting news with you. Today, Democrats under the leadership of Speaker Nancy Pelosi, have officially introduced our new bill in the House of Representatives. This bill will reform our broken health insurance system and includes a strong public option.

This historic action is taking place for one simple reason: Democrats like you stood up and spoke out.

You are the ones who made your voices heard in support of a strong public option to keep insurance companies honest, provide greater choice, and ensure quality, affordable health care for the middle class.

Now that we've taken this historic step, the media, pundits, and defenders of the status quo are wondering, "How will you respond?" You know, you guys had a zillion stories about how Pelosi was About To release a bill, and now you have a zillion stories about reactions and Republicans saying stupid things (which is like, Increase in Surface Moisture Follows Rainstorm).

But where is the story about *the bill*? Like, what is it, what's in it, what's not in it? Does it have the 5%+Medicare rates? I gather no. But only by inference. Don't you think it would be semi useful to actually say something descriptive?

The House bill has a weak public option.

Payments to providers aren't based on Medicare, except that a payment for a pharmaceutical or procedure can never be LOWER than the Medicare rate.

SEC. 323. PAYMENT RATES FOR ITEMS AND SERVICES.
(a) NEGOTIATION OF PAYMENT RATES.—

(1) IN GENERAL.—The Secretary shall negotiate payment for the public health insurance option for health care providers and items and services, including prescription drugs, consistent with this section and section 324.

(2) MANNER OF NEGOTIATION.—The Secretary
shall negotiate such rates in a manner that results
in payment rates that are not lower, in the aggregate, than rates under title XVIII of the Social Security Act, and not higher, in the aggregate, than the average rates paid by other QHBP offering entities for services and health care providers.

So if more people need a pharmeceutical who are in the public option than in Medicare, and the HHS Secretary could otherwise get a lower rate for that pharmaceutical, the House bill prevents the lower rate.

There should be no floor.

A floor means: Congress wasting your money overpaying pharmaceuticial companies.
