
Senate Minority Leader Mitch McConnell made clear today what the GOP has been suggesting for months: moderate Democratic senators fearful that voting for health care reform will cost them their seats (think Blanche Lincoln) can't get away with voting for cloture and against a bill on the floor.
At a press conference this afternoon, McDonnell compared the idea to another tortured line that cost a Democrat an election. "We all recall Senator Kerry's strained way in the 2004 campaign of explaining why he voted for it before he voted against it," McConnell said. "And I think it is perfectly clear that most Americans will treat the vote to get on the bill as a vote on the substance of the bill."
"So our view is that cloture on the motion to proceed to the bill is a vote to endorse a half a trillion dollars in Medicare cuts, $400 billion in new taxes, and higher insurance -- health insurance premiums for everyone else," McConnell continued.
Late Update: Senate Majority Leader Harry Reid spokesperson Rodell Mollineau responded to McConnell's take on the cloture vote.
"We are glad that Senator McConnell has made clear his position on cloture votes," Mollineau said. "By his logic, Senate Republicans' vote last week against proceeding to the defense bill means they don't support our troops in a time of war. By his logic, if Senate Republicans vote later today against proceeding to the unemployment insurance bill, it means they could care less about the thousands of Americans who are losing the relief they need every day. Thank you, Senator McConnell. Democrats couldn't have put it any better."

I think that Democrats should be careful to frame this in the following way: a vote for cloture is a vote that recognizes the right of the American people to hear a frank debate about health care reform. Paint the Republicans relentlessly as obstructionists.

Sound to me like a single-payer bill needs to be written and distributed as the bill to be put up for reconciliation. Sure there would be the 5 year sunset if it didn't save money, but we know it is the best way to save money.
Sure dems may lose seats in conservative areas 2010 but once the positive effects are felt by the country we swing back to dems easily.

I meant it needs to be Written and distributed. not that it Will be voted on.
If ultimatly it's these conservative dems that we are worried about then we need to show that the only way is to vote for the PO w/ Opt-out or we really get something liberal.
It needs to be framed that the only way out of a bad electoral situation is to vote for HCR w/ PO.
Single-payer is simply the most "SCARY Liberal" item in the rhetorical arsenal.

We should remind everyone of what they said when they were in the majority/Bush was in office. "This is too important not to give it an up or down vote."
It's the same thing with what they said when Bush couldn't get his judges.

This kind of threat seems dumb because it could piss her off. Senators get a lot more out of each other when they flatter rather than threaten. Reid's response to Lieberman's 'inclined' statement was smart: basically - 'Joe will do the right thing'. When the occasional ominous threat is called for, do it in private.

Yep. Basically an announcement of what anyone with half a damn brain already knew. There is no way to vote yourself out of vile Republican attacks if they think they can get your seat. It's like an abuse victim thinking that if they only wouldn't upset the abuser by not being perfect, he wouldn't go into battering episodes. The abuser will always change the rules of conduct so that it was the victim's fault. So it is with Republicans and slander.
Might as well vote for it all the way home, Blanche. Better to take a consistent position all the way through and defend it as doing what you thought was right 'cause even if you vote against it from here on out, they're still going to blame you for it.

The dark nefarious truth is that a vote against cloture for the Democrats from swing states is going to cost them far more when they're up for re-election than voting for cloture but against the bill. Besides the fact that they will be blamed for killing health reform, the caucus leadership may strip them of their leadership roles. Senators Lincoln, Lieberman, Conrad, Landrieu all have a lot to lose here, both for the rest of their terms and when they're up for re-election.
