Rumors have been swirling all day, and now ABC is reporting that House leaders will unveil their health care bill at a morning press conference tomorrow.
Of the specifics that were still up in the air, the bill reportedly: will not include a robust public option, as recent signs have been indicating; will cost about $900 billion--in line with President Obama's mark; will cover several million more people than the Senate Finance Committee's bill will; and will be paid for, in large part, with a 5.4 percent surtax on high income families and individuals.

One thing I'm curious about that hasn't received that much coverage is the employer mandate and its revenue implications. My understanding is the House bill has a strong employer mandate, while the Senate Finance Committee bill (and rumor has it, the bill Reid intends to bring to the Senate floor) does not. There are a whole lot of strong policy reasons for an employer mandate (level playing field, avoids incentive for employers currently insuring their employees to drop coverage), but doesn't it also bring in significant revenue? If you included in the Senate bill, couldn't you either reduce the tax on high-cost insurance plans or expand subsidies for individuals purchasing insurance?
