For liberals, one of the most frustrating aspects of health care reform is that the most tangible goodies (the exchanges, and, within the exchanges, the public option) won't be available to the public for years. In the House bill, the main structural changes to the health care system--including the exchanges/public option, mandates, taxes, and the Medicaid expansion--go into effect in 2013. Under the Senate bill, they take until 2014.
But there are some aspects of the bill that would take effect right away if the bill became law as is. For instance, the Senate bill would immediately ban insurance companies from imposing annual and lifetime caps on benefits, and would make it illegal for them to cancel people's policies (a practice called rescission) except in cases of fraud.
There's more, too, and we'll bring you a fuller set of details later today.

WOW. That is 3 FREAKING elections before the bulk of the bill is in place. THAT'S why it's only 849 billion.

The insurance companies have a 5 year lead time to scam the public during this period and to formulate plans to counter the plan in 2014.
What a frikkin joke. America gets it in the hiney again.

It is amazing how people like Obama, Reid and Pelosi think the public is so stupid they won't figure out how badly they've been screwed and how corrupt the process has been from the beginning when Obama essentially gave away the farm before the negotiations even began. Now they're trying to put lipstick on a pig and make people think it is some kind of reform when it's really just another giveaway to big insurance and big pharma. The chutzpah of these people!

You're blaming the wrong people. They're trying to get prickish, um, "centrist" Democratic senators to agree to allow a vote. That requires taking good ideas and making them half-assed. Sometimes I can't believe the blue doggy types can't see how urgently they need this to go into effect if they're not to risk an electoral walloping. Then again, they probably want to push is as far out as possible in hopes a conservative majority after an upcoming election can repeal it.

Another legislative "victory" like this, and the Democrats might as well all resign.
