TPMDC has obtained a copy of a Republican health care bill, making the rounds on Capitol Hill. Republican leaders have not officially unveiled the package, and warn that it is still changing, but the early draft, contains almost surprises.

Among the legislation's major goals are to enact malpractice reform, allow consumers to buy health insurance over state lines, cancel a federal comparative effectiveness research program created by the stimulus bill, and prohibit taxpayer-funded abortions.

Notably, the draft I've obtained does not include many of the regulatory reforms in the Democratic plans that supposedly enjoy bipartisan support--but various mainstream and conservative news outlets will be happy to note that the draft itself is significantly smaller, page-wise, than the House and Senate bills that will ultimately come to the floor.

Democrats have derided Republicans for opposing health care reform efforts without offering alternatives of their own. Well, now they can say they're offering ideas of their own. They just happen to be the same ideas they've been touting for years.

Let me guess. Tax cuts and health savings accounts. Great ideas for people who have very little income and very little savings. And, the insurance companies can still keep jacking up their premiums and deductibles.

SO wait a second. Does that mean this doesn't ban rescission and discrimination based on pre-existing conditions? If so, then it's a non-starter not just for liberals but for the whole country. EVERYBODY agrees on those principles.

Please oh please let the media run with this "balanced" opening:

"Republicans say rescission is good, Democrats disagree."
"Republicans like exclusions for pre-existing conditions, Democrats disagree."

Piss me off. Second time. Two points:

1. The repuke bill should be labeled the death bill. Why can't dems get up to speed on marketing. Grayson is the only one and dems should be copying his lead. Over 100 americans die each day due to a lack of healthcare. Get with the program dems and sell the reform.

2. I am sooo sick and tired of the malpractice reform BULLSHIT. Malpractice damage awards are miniscule compared to the money stolen by the criminal insurance industry through the fraud perpetrated by them. Also, many, many states already have malpractice reform that drastically cut back on damage awards and what happened? Malpractice premiums went up and continue to go up. It is a pathetic red herring.

I love how one of the worst things about the Dem HCR bills is how many pages they have.

I used to think that Repubs were trying to appeal to the Older, Whiter people feeling they are being oppressed by the inclusion of minorities. while maddening, I have taken comfort in the short-sightedness of this strategy.

However, I now see the full strategy. Yes, currently they are trying to appeal to the Older, Whiter people feeling they are being oppressed by the inclusion of minorities, but their core target is the intelectually weak and those easily coersed by fear (Of anything realy, its just currently Brown people).

This may be a somewhat winning strategy. Even now, w/ the internet it is easy to disprove most repub talking points within seconds, yet, they repeat and repeat such nonsence and in fact still attract voters.

They believe that since elected officials can effect the the size of this easily manipulated contituency through funding (or lack of) for education and manipulating the educational guidlines and requirements. This plays out clearly in the sexual-education area, the more uneducated teenage pregnancies, the more uneducated offspring to manipulate. (Rinse/ Repeat). If they supported higher education and reality and scientificly based comprehensive education they would be supporting themselves out of a job.

When are they going to submit it to the CBO?

Inasmuch as their ideal health reform package runs ZERO pages, this is a significant compromise.

The only "surprise" would have been if they had added anything intelligent to their proposal, anything that would actually WORK. So no, there are going to be no surprises from them. It will be exactly what we expected.

If the Dems would be interested in rebutting the bogus tort reform argument, I'd be more than happy to cite sources for them.

http://www.insurance-reform.org/issues/MedMalSystemCostsFactSheet2009F.html

Medical malpractice claims and premiums are a tiny percentage of the total costs of health care in this country.

* Medical malpractice payouts are less than one percent of total U.S. health care costs. All “losses” (verdicts, settlements, legal fees, etc.) have stayed under one percent for the last 18 years. Moreover, medical malpractice premiums are less than one percent of total U.S. health care costs as well. Dropping for nearly two decades, malpractice premiums have stayed below one percent of health care costs. Americans for Insurance Reform, “Think Malpractice is Driving Up Health Care Costs? Think Again,” http://www.insurance-reform.org/pr/AIRhealthcosts.pdf.

* The Congressional Budget Office found that “Malpractice costs account for less than 2 percent of [health care] spending.” Congressional Budget Office, Limiting Tort Liability for Medical Malpractice 1, 6 (Jan. 8, 2004).

It might be too much work for them, though, to check with their own CBO. Best to let the myth gain credibility by sitting around unchallenged forever.

Even easier - we've had malpractice tort reform here in Texas since George W. was governor - hasn't lowered medical costs at all. That right there should be the nail in the coffin of that republican cliche - we tried it, it didn't work, time to move on to something else.

I'll go you one better . . .

California has had medical malpractice tort reform for 37 years and it ain't done squat to lower prices. It's been good to protect medical hacks and quacks... And I know what I'm talking about when it comes to quacks.

You state that GOP recirculated the same ideas. Isn't this true for your side as well? A gargantuan extension of the Federal government? More taxes? Public 'Trojan Horse' Option? No tort reform? Demonizing pharmaceuticals and other corporations? Where are the new ideas here? www.MDWhistleblower.blogspot.com
