Sen. Tom Harkin (D-IA) just walked walked into the Democrats all-important caucus meeting tonight sounding defeatest about the chance that a Medicare buy-in or public option trigger will survive Sen. Joe Lieberman's (I-CT) decision to block the compromises this weekend.

Asked by a reporter if the Medicare buy-in will be pulled out, Harkin said "looks that way," before praising a Democratic health care bill without the two public option compromises.

"There's enough good in this bill that even without those two, we gotta move," he said. "All the insurance reforms, all the stuff we wrote so hard for prevention and wellness in there, the workforce development issues that we have in there, the reimbursement based on quality not on quantity -- there's good stuff in this bill. It's a giant step forward, changing the paradigm of health care in America."

With that, Harkin turned and walked into the caucus meeting. Shortly after him came Lieberman, dashing into the room and taking no questions from the reporters swarmed around him.

Again: Why can't we go back to talking to Olympia Snowe, who at least accepted a triggered public option?

I don't know. But notice that Harkin didn't say the triggered public option was out -- just the Medicare buy-in.

I don't hold out much hope of it, but it's just possible that a public option or Medicare buy-in could be strengthened in the Spring, using the reconciliation path. You wouldn't necessarily want to telegraph that you were planning that in advance of doing it ... you'd want to pass the insurance reforms first, since they're hard to do under reconiliation ...

Just a dream.

Actually I think the deadline may be actually passed. However they could of course just use a new budget bill next year in which case they will have a new deadline. I have heard contradictory things and am unsure about this.

*squints* Am I going crazy or did they change the title? Also, TPM, "defeatest" is a typo. Although an oddly workable one.

Let it fail, spend billions on a massive 2010 TV ad campaign using short, simple language describing how Repugs and DINOs don't care about "your health" or "your healthcare costs". Try to increase the senate majority.

Like the voters care. They gave Democrats the WH and both houses of Congress and they still couldn't deliver. Yet, you think they'll reward incompetence with and even bigger majority?

Yes, but Americans will be impressed with the Democrats and reward them if they see the Democrats standing up to Joe Lieberman! Because nothing builds a path to electoral victory like skillful infighting

Why can't we just kick Joe out of the caucus, change the Senate rules to gut the filibuster as per Harkin and go back to the original bill?

Only takes one filibuster and a straight majority vote.

This is why people don't take liberals seirously. Instead and STANDING AND FIGHTING FOR WHAT IS RIGHT Harkin is trying to RATIONALIZE his pure and utter capitulation to Joe LIEberman.

That's unfair. They've been fighting a long time. The fact is several conservatives get a veto. I wish they'd blow up the dysfunctional rules, but the moderates are unlikely to consider that. The fact is when one side wants a change, but the other side likes the status quo, and the status quo has the leverage, those who want change take what they can get. Unless you can make the status quo uncomfortable, that's how it is.

"Unless you can make the status quo uncomfortable" ---this is key, and this is what has been sorely lacking by Democrats throughout this thing. There has been very little explanation of why the current system is headed for an iceberg, and how really bad it is going to be. The result is that the status quo seems just FINE to a lot of people.

Democrats seem to take the stance that, "we are going to do the best, most rational thing, and if we tried to explain it we would just get people confused, and since appealing to emotion is unseemly, we just won't say much at all."

unfair...the liberals in Congress have been fighting up until the very end. Harkin, Brown, Sanders, and the Progressives in the House got a PO past the House on onto the floor of the Senate.

There comes a point where even if you fight long and hard, you may still be defeated.

This is all so cynical. Last week they ditch the public option and dangle the medicare buy-in in front of liberals. Then they pull it away.

We're Charlie Brown and Lieberman and the rest of the wretched Blue Dogs are Lucy.

We do not have a progressive party, people. This is all theater. We are screwed and they take great enjoyment in the process. And they expect us to vote for it too.

Stop being a victim, Harkin. The Stockholm syndrome which has taken hold of folks like you is getting a bit scary.

At this point it's clear he is going to say anything or do anything to scuttle the bill, no matter what. Maybe it's because the insurance & pharma companies own him, maybe it's because he wants retribution from the left, maybe it's that he despises Obama and wants to make sure he fails. But whatever it is he's gotta be - absolutely GO TO BE - cut off at the knees.

And yeah, I never thought I'd say it but the filibuster should be killed. We're in dire straits right now and will simply have to live without it down the road when the Repubs regain congress.

All of the above, plus he is such a self-serving scumbag who just loves attention and power.

And the chairmanship thing supposedly as a leverage against him apparently doesn't do anything, which is not surprising -- stripping him of it wouldn't achieve anything about the bill, Lieberscum's against vote could mean at least additional two or three thanks-for-the-cover bandwagon against votes from the conservadems (so Snowe, even if successfully courted, might not be enough), and their failure to pass the bill would do huge damage to the Dems politically. I cannot blame Harkin here -- we are really up against the wall.

No word can express my hatred of that scumbag. This is outrageous.

Fuck the useless, pathetic Democrats and the Senate Democrats in particular. Forget them as a party.

They are worse than having Republicans because they replace the reform that only they can deliver with fraudulent, no-substance bullshit meant to placate the public without really changing anything.

Whether it's health care or financial reform they are complete frauds.

Dont' donate to them. Don't vote for them.

Vote for any third party. It's better than being jerked off, lied to and let down by these bastards. The country cannot afford their quisling, weak, corrupt sell-outs any more.

People will bitch and moan over this but in the end they will still vote for the Democrats, which is why the leadership has no qualms with ditching the parts to which Lieberman and a handful of others object.

Right. As someone said here succinctly the other day, to build is far more difficult and complex than to destroy. To build is time-consuming and frustrating with a lot of setbacks along the way, whereas to destroy is pretty much instant. And to destroy is all that the Rethugs are darn good at.

I am seeing in disbelief some advocating "vote for any third party" -- what did they learn from 2000? Seriously?

They might add the public option and other provisions as amendments to the budget when it comes up in April or so. That way they would go through reconciliation, without the hassle of trying to use it on this bill. But they probably can't say now that that's what they planned to do, because then Lieberman would back out again.

It is quite simply amazing that anyone is surprised that this is happening. It became obvious weeks ago that the Obama administration couldn't care less about what was in this bill, as long as something, anything, passes and they can declare "victory". It seemingly doesn't even matter that this bill will force individuals to buy insurance from the very same companies liberals and the Obama administration have been denouncing for months.

The most interesting part of this whole debate still lies ahead. It will be quite the spectacle to see how fast those who insisted that a public option be present come out of the woodwork to claim a bill without a public option and a Medicare buy-in is still a great bill. I give Raul Grijalva, Russ Feingold, Bernie Sanders and Roland Burris about two days before they change their minds; it may be sooner because of the absurd and arbitrary Christmas deadline set by the Democratic leadership.

This is nothing but a handout to insurance companies. “Hey! You’re required to buy insurance, and you’ll pay what we want you to pay!”

I am so frustrated right now. Why did we work so hard to get Obama elected? Why did we work so hard to have a 60 vote majority?

Harkin may think it's good enough but he should try being 60 years old and lose his job due to the company closing down. There is no COBRA when a business closes; there is no insurance for the 60 year old and there's sure no employers standing in line to employ older workers. We are screwed any way you look at it - not young enough to enjoy the eventual benefits, not old enough for medicare. I guess we'll just die off quietly. What other choice do we have?

This is like watching a soap opera with plot contrivances that are solely intended to string the story out for another day and another day and another day...

And it seems like even people like Harkin, Wyden, and Brown are a party to this apparent charade, because a reasonable and principled person, at some point in time, is going to say "That's it! Enough of this crap! No more coddling Lieberman. We're done with the carrot. It's time to start swinging the stick."

And we're past that point. I can see where this is going. It's not really all that admirable to have endless patience and a constant willingness to compromise when there are lives in the balance. Try to remember that, Tom, Ron, and Sherrod. The difference between the weak piece of crap bill you have or had and the one you end up with when Joe is through jerking you around can be measured in people's lives. Thousands of them.
