Senate Majority Leader Harry Reid huddled behind closed doors this afternoon with Sen. Ben Nelson (D-NE)--a pro-life, conservative Democrat, and one of the last remaining holdouts in the caucus on health care reform.

Emerging from the meeting, Nelson told reporters that he and leadership are closing in on an agreement that will secure his much-needed support for the legislation, but they're not there yet.

"Hopefully we're making progress," Nelson said. "As I said, there's always a lot of room which you have to have between the bid and the ask, and we're seeing if we can close the gap."

Asked whether a resolution was likely today or tomorrow, Nelson offered little clarity: "I don't know. I can't predict the time."

Once Reid has rounded up 60 votes, he's expected to unveil his manager's amendment and file for cloture on it, and the underlying legislation. He's like to do that tomorrow morning, but if Nelson's not on board, he may have to wait. And, of course, the Democrats' self-imposed Christmas Eve deadline for passing reform is at stake.

I can't take this. Mr. President - it's time to sic Rahm on Sen. Nelson and tell him that he can be a respected and cared for member of the party, or he can be the man who killed health care reform, but he can't be both.

I know, but a girl can dream.

Rahm would demand that every one of Nelson's demands be met, just like he did with Lieberman.

That's not a phony argument. Look at the history of health care reform attempts, and you'll see that every serious attempt has not only failed, but there was roughly 15 years before the next attempt. We can fix a bad bill that passes, but if not passes, we'll have discrimination for pre-existing conditions, limit caps, etc. into the 2020's --- and that attempt could fail too. We should pass what can pass, then use reconciliation to push through the Medicare extension because being a budgetary item, it's eligible for reconciliation.

Or just attach it to a defense bill. Conservatives are loath to let that not pass. I'm happy either way.

I have a cousin that is reiring from the Congress over this very issue..No longer contribute to the Party Orgs that send the same gutless wonders to DC...on either side of the aisle!

You wonder how Judy Biggert, my congressperson would vote. A docile old lady in her 70's. She is crackjaw. She has that woman's touch. She is a lawyer who practiced in the probate court. I have a case in the probate court. She went to Northwestern Law school. I'm a patient at Northwestern who has life wars. She's from the North Shore in Chicago.

Why do they have to pass this on Christmas eve? Why not just on Christmas or the day after Christmas and then they can go home after that.

Good question. Why did they have to respect an arbitrary 900b ceiling? Did Republicans insist on that? Did anyone in Congress? No, it was the President's requirement, not made under any pressure from anyone.

If the vote is on Christmas Eve, maybe Clarence the Angel will come back down to earth, and show Sens. Nelson and Lieberman what it would be like if they didn't exist. The joy and gratitude of the people who would finally have available, affordable health care might melt even their hearts of stone. It would be a wonderful life.

Hey, how about starting a rumor about Nelson - he paid for the abortion of a woman not his wife. Who cares if it's true - Ben doesn't care about the 123 people who will die today while he crawls over womens bodies to do the bidding of his corporate masters.

The house is probably going to pass the Senate bill pretty close to as is. Democrats simply can't afford for the Senate to start wrangling over votes again.

Gee -- Harry Reid negotiating for the pro-choice side? Why do I feel that women's rights are not secure?

Sen. Nelson claims that he wants to do what is best for Nebraska but has skimped on his vote counting. He has two choices -- the bill pretty much like it is with possibly some more support for those who choose to create children from unintended pregnancies and no bill. That's it -- he does not have the choice of a bill which further damages the right to choose and deprives women of coverage for the full range of their health care needs.

This feels like kabuki. What's he holding out for? Is he really taking a principled stand on abortion? Is he vulnerable in his home state?

He's a Democrat in Nebraska. He's always vulnerable. He only got reelected in 2006 because MIke Johanns took a job with the Bush administration.

I agree. This has to be some sort of Kabuki routine around Nelson. Federal law already prohibits federal monies going towards abortions in any case. There are a slew of perfectly good amendments that would reinforce that ban. Further, I don't sense a groundswell of Nebraskans who are frightened about HCR being some sort of back door access to more abortions. No, what is likely is that Nelson is doing his Kabuki for another reason altogether.

He's not delaying anything because the CBO score is still not in yet. I think it's all a dog and pony show - he gets to fake playing hardball maybe to trick the Stupak voters in the house that his hard fought for abortion amendment is worthy of their support.

Trick the Stupak voters in the House? I find it highly unlikely they will be "tricked" by anything. Either the language is in the bill, or it isn't.

recently reported:

Adding to his demands for stronger abortion restrictions, Sen. Ben Nelson (D-NE) has announced that Senate Democrats would have to allow states to “opt-in” to the Medicaid expansion to secure his vote for the Senate health care bill. In a letter to Nebraska Governor Dave Heineman, who has previously raised concerns about the provision in the Senate bill that would expand Medicaid to 133% of the federal poverty line (FPL)

The only sure thing about the Senate's Health Care Bill is that Lieberman comes out the winner in his own mind, which is all that ever counted for him. If the bill eventually becomes law, voters will hate it because of the mandates without good cost controls. If the bill fails, then Obama's biggest domestic initiative goes down in flames.

Either way, Lieberman gets to exact his revenge on Obama and the people who supported Obama against Lieberman's BFF St. John-the-Forgetful (or St. John-the-Deceitful).

"We're Making Progress".

Translation: "They're giving in to me".

I'm getting tired of bill negotiations where progress is defined as giving in, as opposed to giving up something, too. Isn't the goal to meet somewhere near the middle, as opposed to pulling the opposition all the way to your side? You know, give a little, get a little. I feel as if these negotiations have been all about giving up everything of importance in exchange for voting for cloture.

I am going to retort:

This is the appearance of giving in. Who knows what the actual demands of these Senators are behind closed doors? We only know what is compromised after the fact. For all we know, the concessions being demanded are much worse than what is being given and there is an actual negotiation going on. I know that sounds KRAZY, but that is usually how politics works.

Further proof, that the jingoistic, uber-patriotic rhetoric by the republicans is just that, empty rhetoric. The republicans/conservatives don't care about human lives, concerning military operations nor domestic welfare. How can anyone support a party whose ultimate goal is political gamesmanship to keep the status quo? Democrats are not much better, being to spineless to hold up to their ideals. Negotiating like a bunch of dithering do-nothings.
People who support this type of buffoonery need to really look at what they are contributing too. This is the type of crap that makes government so inefficient, in particular the Senate. At least this debate on health care will hopefully open the eyes of the aveage lay person to realize how Senators have become the House of Lords and that this so-called aristocratic bunch believe they can play games while people are dying here and abroad. They have totally forgotten that they are supposed to be representatives of the people.
I suggest starting a movement for a total recall of the Senate of Both Republicans and Democrats.

Ben Nelson has emerged as the leader of the "Prairie Dog Democrats", who run for cover at the slightest provocation. Baucus, Conrad, Nelson (mis)represent what, about 2% of the American people, but are having millions lavished on them by Ins. Companies.
They and Joe "Snidely Whiplash" Lieberman give a bad name to prostitution.

What, we've learned nothing from Lieberman moving the goalposts anytime it appeared a new compromise was reached? Nelson is playing for time to force the bill to wait for the January recess, plain and simple.

Reid should schedule the Senate for sessions on the health bill for December 25 through and including January 1. You want to delay? We can all delay together here in Washington. Recess cancelled, everyone stays after Senate if necessary.
