White House political adviser David Axelrod said Democrats "haven't shined a bright enough light" on Republican obstructionism, but said it's time for the GOP to step forward and be accountable.

It's a new message the White House has telegraphed this week first from Vice President Joe Biden to a Democratic party gathering, then President Obama during his State of the Union address. It's also a combative tone that the Democratic National Committee pushed even before Obama stopped speaking Wednesday night.

As Obama prepares to speak to the House Republicans during their annual retreat tomorrow in Baltimore, Axelrod spoke to reporters and opinion makers at the White House detailing a newly aggressive Democratic strategy.

He noted that House Minority Whip Eric Cantor (R-VA) called for a jobs bill a few months ago and wondered if Republicans will continue support one now.

"It's time to put up or shut up," Axelrod said. "We will put the other party to the test and they will have to explain why they are standing in the way."

On a similar note he criticized 7 Republican senators including John McCain for voting against a debt commission measure they had co-sponsored.

"You can't pretend to be deficit hawks and then be chicken when the votes come up," Axelrod said.

He also highlighted that last February just three Republicans voted for the stimulus plan, which had 25 different tax cuts.

"We're going to put the onus on them, we're not going to let them sit it out," he said.

Axelrod scoffed at Virginia Gov Bob McDonnell's State of the Union rebuttal, saying that some of the health care ideas the Republican touted last night are in the bills being considered on Capitol Hill.

He also said the three recent Republican winners in statewide elections - McDonnell, New Jersey Gov. Chris Christie and Sen.-elect Scott Brown - aimed to be "consensus candidates" on the campaign trail.

Those Republicans "ran away from the base of their own party" and have more unifying campaign rhetoric than the Republican leadership in Washington, he said.

He said McDonnell seemed to "play the piano in the front of the saloon," adding, "He plays sweet music but in the back room they are putting on brass knuckles."

More from the Axelrod briefing here and here.

A "newly aggressive Democratic strategy" -- of complaining about how the Republicans are stealing Obama's lunch money?

Way to look strong and leaderlike.

I have serious doubts about this strategy. Regular Joe Americans want results. If the Democrats don't produce results, Americans will blame Democrats. Whining about the mean Republicans only makes the Democrats look like weak whiners to boot.

I think you might be misunderstanding. This seems to be a case where they've given them opportunities, if they are serious this is it. If not, get out of the way and be prepared to own up to it because we're going to make sure everyone is aware of exactly what you're doing.

Republicans trying to block a jobs bill with stuff like small business tax cuts could cause an independent mutiny and I think Republicans like Snowe and Collins would be for stuff like that and join with the Dems.

Just a thought.

The problem is with messaging and the media. The GOP will not suffer for blocking a good bill (or be pressured into passing it) if the Dems allow the GOP to portray the bill as a horrible, deficit-busting, socialist bill.

The HCR bills were good bills. The stimulus was a good (and critically important) bill. But the MSM has uncritically allowed conservatives to completely mischaracterize the legislation and its effects. And the Dems have not countered the propganda. Polls show that Americans have no idea what is and isn't in the HCR legislation.

"Putting Republicans on the spot" is more about messaging than legislation. Obama has to convince the American people that the GOP is blocking good bills. He has to counter the GOP narrative that they are patriots defending America from socialist tax-and-spend Democrats.

I'm a Democrat and "ran away from the base of their party" resonated with me for Pete's sake! Stop running away from healthcare and provide a strategy for the legislation, the message from everyone (including the Prez), and media contacts.

What they should do is make a list of every item in every bill they've passed or supported that comes from the Republicans (some of the tax cuts in the stimulus plan, more than 100 amendments adopted in the Senate health care reform bill) and then say (perhaps a bit more politely): We've been bending over backwards and you're still trying to fuck us in the ass. No more. Not one Republican idea or proposal if it can't even produce a single Republican vote.

HCR could pass tomorrow if the House would just pass the Senate Bill. It would even be a better Bill if the Senate would then pass the House-proposed changes through reconciliation. Sorry, Jim, it's not the Republicans getting in the way here. It's your own party. Do something about it!

I agree and I don't know why they don't. Then they can pass the stuff the house doesn't like through reconciliation in the Senate, which even Ben Nelson said he would vote for. Come on House, do your thing!!!

They don't because the progressive caucus won't go along without the public option, which is not going to happen in this Congress.

Someone tell Mr. Axelgress, If there was a snowflakes chance in hell of this President getting us out of this pit it will not be with this group of sad clowns he has as is staff. I watch this speech for 45 minutes and the President used the past Presidnet 18 time. I guess if you dont have a plan just drop back and kick (the former President). This is not sucessful leadership in action it is in decline.

In my opinion, he has not kicked the former president nearly enough. Whose fault is it that we are in this mess? I know, it's complicated, etc, but Bush's tax cuts, Iraq War, and negligent administrative oversite are at fault.

Time For Republicans To 'Put Up Or Shut Up,' Axelrod Says

Well, that oughta do it. Look, we all know what the Republicans are going to do: they're going to give Obama and the Dems the middle finger just as they've done since Inauguration Day. The only mystery is whether Obama and the Dems can start making the Repubs pay a price. We'll know very soon, I think, if this is just empty rhetoric or if the White House is going to start playing hardball.

I notice Josh berates Republicans for voting against a "paygo" amendment without commenting on the irony of it being attached to a $2Trillion lift of the debt ceiling.

This is really why Republicans just say no to everything, it's the safest thing to do in the face of repeated legislative fraud.

Baloney. And you know it. The GOP made a cynical political decision to obstruct everything and then label Obama a failure. The only question is whether they will pay a political price when more Americans realize it. That, of course, falls largely on Obama's shoulders.

Start with the fact that the 40 Republican senators who have been screaming 'fiscal responsibility' all voted against the PayGo resolution this morning.
