Sen. Jim Bunning (R-KY) is widely understood to be one of the upper chamber's crankiest members. But his latest episode could keep thousands of out of work Americans from receiving unemployment insurance and COBRA benefits. And it comes at a time when joblessness is through the roof.

Here's what's happening. Ninety-nine of the Senate's 100 members have agreed that people whose benefits are set to run out should be allowed to continue receiving them past the February 28 deadline. One senator--Bunning--disagrees. He says the benefits should only be extended if they're paid for with stimulus dollars. Democrats don't like that at all.

If Bunning were to relent, the extensions would be granted automatically. But, per the Senate rules, any single member can throw a wrench into an otherwise universal agreement.

Unsurprisingly, Bunning couldn't care less about any of it: "I have missed the Kentucky-South Carolina game that started at 9:00 and it's the only redeeming chance we had to beat South Carolina since they're the only team that has beat Kentucky this year," he said on the Senate floor.

At one point in the discussion, Sen. Jeff Merkley (D-Ore.), asked Bunning to drop his objection. Bunning, according to Politico, had a two word answer for his colleague: "Tough shit."

Under normal circumstances Bunning's obstruction would be a minor headache. Senate Majority Leader Harry Reid could force a vote to end the debate and the extensions would pass within a couple days. But February 28 is fast approaching, and most Senators are already back in their home states, meaning the benefits will likely not be renewed until the middle of next week.

Bunning's objections led to a series of unusually angry exchanges on the Senate floor late into the evening last night--and Senate Democrats have been blasting Bunning for depriving his own constituents of needed assistance. But so far, to no avail.

Republicans, for their part, may not have given Bunning their blessing. But they're not doing anything to stop him, and instead are blaming Democrats for not scheduling a vote earlier.

It's beginning to sound like others in 'our camp' are beginning to come around to my position. That is, we should be maneuvering these dipshits into the political frontier.

The RNC is the party of no insurance for children, no public role for the public, gimme gimme gimme (and give you, because you provided hundreds of thousands of bucks to get me into this position), fail fail fail, whine and complain and beat your chest, 'tyranny by the minority sucks unless we lose in a landslide and have to gum up the world with our childish, foolish, petty shit'. Because they're shooting blanks otherwise.

Of course, they get it up okay outside their marriages.

most people in this country are middle- and lower-class folks struggling to make ends meet.. a lot of these folks must still be voting for Reps or Reps couldn't win elections.. so what makes these folks vote for these completely out-of-touch Republicans, who don't give a rat's a** about the interests of the common person in America??

Sorry, however big a deal missing the game was for him, I have absolutely no sympathy for him. I suspect that feeding their families and getting medical care for them is a much bigger deal for the millions of people whose benefits he has single-handedly cut off than any silly ball game could have been. I think it's obscene that he even mentioned it.

you got that right, a ballgame is of no importance when you have millions who are going to loose everything if this extension is not passed and yes it was obscene for him to even mention it in the first place but at least we know where his priorities lay and it ain't with taking care of the people of kentucky or anywhere else but in his OWN house. I am sure that he is not doing without food, water, electricity or in fear of loosing his home due to this so it makes no difference to him that many in his state of kentucky are going to go thru this. He just does not give a shit and he has let us know it. And yes the democrats in kentucky are a minority but hopefully with bunning pulling this shit it will open the eyes of many reps. here and they will change partys; we can only hope!!!!

I don't think he's doing the bidding of the GOP here. The GOP hates Bunning. So much so that they cut his legs out from under him and prevented him from fundraising for reelection.

Bunning's antics, preceded by Shelby's grandstanding for earmarks, could turn into a real discussion of the power of individual senators to bring the chamber to a standstill. Unlike Shelby's hostage-taking, this one will actually hit people immediately. Political and judicial appointments are long term. Unemployment insurance has an immediate impact.

The Republicans don't like Bunning, true, he's highly unpopular in his own state, and everybody suspects that he has fairly advanced senility.

Nonetheless, if Democrat and Republican Senators had stayed they might have been able to keep a quorum on the floor for 24 hours and wear him down. Instead the Senators went home at midnight, slept well, tinkered a bit in the morning, and then flew home.
I perfectly understand that it is important for Senators to go back to their home states, especially with the primary season upon us. Still, I think the Republicans may be a little to blase about this matter.
The Democrats may not be all that upset about this now, although I'm sure they were genuinely furious at that time (and convinced Jim Bunning is a terrible human being). If they had succeeded in wearing him out and passing the extension, this would be a very minor story, like is now.
On Monday, a million people's benefits will be technically revoked, although in practice, state health and human services bureacracies do not spin around on a dime. There will be a lag of a few days before there is any substantial move towards cancelling benefits. By that time, the Dems should be able to force cloture. So the real impact of this stunt might be pretty small.

It's going to look like hell for the Republicans. This is all at the same time Republicans are pushing back against the obstructionism charge.

It's a political truism that the Repubicans are more unified and focused on their agenda than Democrats, but Republicans get shafted by rogue legislators pretty often too. This is just a couple weeks after Sen. Shelby embarrassed the Republicans with his blanket hold for pork.

Just a couple weeks ago Josh Marshall and others here were making exactly the same point about Sen Shelby's holds and the Wellpoint California rate hikes: the Democrats are too pathetic and feckless to turn any situation to their political advantage.

I get tired of my party, but Obama and Reid have done a pretty good job of messaging in the last few weeks. Shelby got smacked down and the Senate pushed through a sizeable batch of nominees. The Dems have been hammering away at Wellpoint nonstop. They aren't giving up, unlike a lot of people here.

There are a lot more than 1.5 people involved in this decision. If you were on regular UI right now, your benefits would end after 26 weeks, no extensions. If you were on the tier 1 extension that ends after Feb 25, you will not get another extension; likewise with the tiers 2 & 3 extensions.

Tens of millions of people are affected by this extension all over the country. At least a million in every state that currently has 10% unemployment or higher. The 1.5 million are only the ones losing their coverage next week. Millions more will lose their coverage in the next month or two.

GOP Rep. Dean Heller claims extending unemployment benefits is creating ‘hobos.’
Senate Majority Leader Harry Reid (D-NV) is trying to pass an extension of unemployment benefits, but is facing resistance from Republicans who are throwing up procedural hurdles and trying to use the extension as leverage to push through a tax cut for the wealthiest families in the country.

Heller said the current economic downturn and policies may bring back the hobos of the Great Depression, people who wandered the country taking odd jobs. He said a study found that people who are out of work longer than two years have only a 50 percent chance of getting back into the workforce. “I believe there should be a federal safety net,” Heller said, but he questioned the wisdom of extending unemployment benefits yet again to a total of 24 months, which Congress is doing. “Is the government now creating hobos?” he asked.

1.1 million workers are due to have their benefits expire next month, and 5 million will see their benefits disappear by June. There are currently six unemployed workers for every job opening, and even without compensating for population increases, 350,000 jobs a month would need to be generated for two full years just to make up the jobs lost in the recession.

So someone looking for work and getting help to look for work is a hobo?

First of all sir, congratulations on a fantastic season for your department, and more specifically last night’s exciting win over SC. A well-earned victory is always sweeter when it’s a rematch!

The primary reason I’m writing is to make you aware of remarks made on the floor of the United States Senate concerning last night’s game, remarks which I’m concerned may end up reflecting poorly on the Wildcats through no fault of yours or theirs, and limiting the number of Kentuckians who can watch your games. I’m sure you know who Senator Jim Bunning is. Last night he took it upon himself to be the sole Senator to block an extension of unemployment benefits in order to make a political point about stimulus funds, and in the process complained that doing so was causing him to miss last night’s game.

As someone whose fiancée is presently among the unemployed, I am personally appalled that an elected official would harm his constituents and 1.5 million other Americans for the sake of making a political point. But that’s not your fight, and having no notion of your politics it’s not my place to make it yours. Where this concerns your department is in the remarks that accompanied the Senator’s actions, and the unintended consequences for rural Kentuckians.

While I sympathize with the Senator’s desire to see the Wildcats whip SC, complaining that his actions are causing him to miss a basketball game when the consequences for millions of Americans are far more dire strikes me as astonishingly tone deaf. I would hope that the Wildcats, too, would have preferred that Senator Bunning watch that exciting game rather than be responsible for many less-fortunate Kentuckians losing their unemployment benefits.

In addition, the Senator’s actions may have other consequences for his constituents: some of them may lose the ability to watch their favorite team play. From the article I linked above:

“Bunning's objection could keep a lot of Kentuckians in rural areas from seeing Kentucky play games too. While their matchup against Tennessee on Saturday is safe, starting Monday, because of Bunning's objection, satellite providers will have to stop allowing some rural subscribers to watch network television. Kentucky's next network-broadcast game, to be shown on ABC, is against Florida on March 7.

The bill Bunning objected to also included a temporary extension of the law that allows satellite television providers servicing areas without network affiliates to broadcast network service from different areas.”

I understand and respect that your team and department must likely stay out of politics. Even if you and the Wildcats cannot take a position on the issue of unemployment benefits—or don’t agree with mine—I would hope that cutting off many Kentuckians from watching Wildcats games for the sake of political pique strikes a bit closer to home.

Check the CBO report, doofus. 2.1 million jobs, several points of economic growth instead of contraction, due to the stimulus bill. The money remaining to be sent out by the federal government is already budgeted for specific purposes to create another 1.5 million jobs, again according to the CBO.

Read the post and the CBO report on the stimulus and get back to me. The vote wasn't set earlier because the GOP had agreed to pass the extension - Bunning has no votes for his position and is just being an ass.

The stimulus worked, according to the CBO, and the rest of the money is targeted at finishing the 2 year plan. The allocated but unspent total isn't anywhere near $500 billion, since several hundred billion of the total 790 billion authorization was actually tax breaks, and several hundred more has been given out to states for things like roads, education and Medicaid reimbursements.

You (and the original commenter) may be confusing TARP funds and stimulus.
If you were talking about TARP funds you'd have a tiny point, but recycling the funds already lent and repaid once is violently opposed by the GOP for things like community lending, much less unemployment.

Bunning isn't just one of the crankiest senators, he's probably the stupidest, a nose ahead of Oklahoma's titans of idiocy.

The good news for America is that this dumbass will be out of office come next January because he's retiring. Maybe we can get some legislation to terminate Senate retirement payments to members who can't score more than a 50 on an IQ test.

This man is blocking any thing to do with the people. What should happen? This man needs to be removed from office. But not only that his future earnings need to be stopped, his name needs to stricken from the Senate and he needs to be placed in front of the TV to watch his beloved game, this is more important to him then the people he was elected to represent. I personal elect to remove him from office, with all past, present, and future privileges (including pensions, earnings, etc.) being revoked. We the people have the power.

I have to say that I live in kentucky and am a democrat, so in response to those who think that all who live here are rep. you are so wrong; yes most are but not all. I have to say that bunnings remark about missing a ballgame were obscene to say the least and his other antics on the floor the other day were no better. He needs a reality check; he needs to be made to walk a mile in our shoes for at least a year with no job and no UI benefits while at the same watch while he looses everything he has worked hard for and have to live in a homeless shelter as this is the reality for so many of us if this is not passed. He has mental issues and needs to be removed from office that way he can watch his all important BALLGAME!!!!! and won't have to worry about the people who mistakenly put him in office and are now regreting their vote for him. I personally didn't vote for the man I didn't like him then and I don't like him now. For all those who mistakenly lump all who live in kentucky as republicans you are so wrong.
