The Senate Democrats' top budget guy told reporters today that the Senate can't pass a reconciliation package tweaking a comprehensive health care bill unless the House passes the Senate bill first. And if the House won't do that, he says health care reform is "dead."

"The only way this works is for the House to pass the Senate bill and then, depending on what the package is, the reconciliation provision that moves first through the House and then comes here," said Sen. Kent Conrad (D-ND) outside the upper chamber this morning. "That's the only way that works."

I pointed out that House leadership, including Speaker Nancy Pelosi, has repeatedly insisted they won't take a flier on a reconciliation package--that they will only pass the Senate bill after the smaller side-car reconciliation bill has been all wrapped up.

"Fine, then it's dead," Conrad said.

Conrad added that he wouldn't personally make any promises or symbolic gestures to House members to assure them that the Senate can or will take any action in a reconciliation bill to address House concerns.

"I don't sign any blank check," Conrad said.

Other Senate Democrats have been more flexible on that point. On Monday, Sen. Jay Rockefeller (D-WV) told me that he and his colleagues should "promise to the House, hand on the bible type stuff, that we will do a reconciliation bill that will meet some of your objections to the Senate bill."

And a spokesperson for Sen. Tom Carper (D-DE) told TPMDC yesterday that Carper would be willing to sign on to a letter assuring House Democrats that the Senate would take action on a reconciliation bill if they passed the comprehensive Senate bill first.

Please cite the lies and the hypocrisy here. He has stated all along his feelings on reconciliation and its possibilities. THe only hypocrites are the almost 20 Democrats who less than a year ago stated how reconciliation shouldn't be used for health care.

Well majorities are in favor of the public option. More generally, the public supports various *parts* of the health care bill, once they are told what's in it.

This isn't snobbery: most people don't follow politics as a hobby and there's no reason why they should. Whatever the polls say now, there will be quite a bit that the Democrats can run on this fall, provided they pass the damn bill.

Coming from North Dakota, I can tell you this - there is NO WAY someone more liberal will replace Conrad. Were Conrad to go down in defeat, it will be to a GOP'er of the likes of Thune - a HUGE step backwards, if you ask me. Conrad's a good guy. Here in ND we actually can meet our senators and our rep. Thing is, he's technically kind of right. It makes a lot more sense to amend a law that's already been passed than to try to amend a bill that hasn't been enacted. Doing it the way the House is insisting on ensures a challenge to the bill's constitiutionality and with radical activists in charge of SCOTUS, that worries the hell out of me. And if the two houses could set aside their mutual lack of trust and endless petty posturing, we could to it that way.

But for this health care industry trojan horse to try to turn a technical matter into yet another house-senate dick measuring constest in a blatant effort to sabotage the remergence of action is just infuriating.

Conrad should say the word "dead". He needs better language.

But Conrad is right that according to the parliamentarian the House has to pass the Senate bill before the Senate can pass a reconciliation side car.

However, the House can pass the reconciliation side car BEFORE the Senate bill and then the Senate can pass the reconciliation side car and any changes that happen then the House can take that final side car again and pass that.

What practical difference does this make? Conrad would not vote for reconciliation anyway. Does the reconciliation measure have to make a trip through the Finance Ctee? I don't think so, and that is the only place where Conrad has any weight to throw around.

Pretty darn douche. If he wants to say that stuff, he should be saying it to Pelosi behind closed doors.

However, he has publicly and recently advocated reconciliation for a Senate fix, so you can't write him off. He's also chairman of the Budget committee, so can't tell him to STFU unless everybody is ready to call it quits.

Politically, he's totally right. It makes no sense to pass the reconciliation sidecar first because it complicates the messaging so badly, regardless of procedural issues. If the Senate Bill is still in limbo, the sidecar can easily be attacked as some sort of last gasp attempt to push it through.

If the House passes the damn bill, and Obama signs the damn bill, the dynamics change. Then the bill is law, and the only question is whether you are in favor of keeping tthe Cornhusker kickbacker or replacing it with a fair deal for all states,, in favor of more help for working class families, in favor of reducing the tax on high cost health care plans and replacing the revenue with a tax on the rich.

Should not be hard to find 51 votes for that. Ben Nelson at least will have to vote for it to get rid of his stupid poison pill Medicaid deal.

And yes, Conrad should swear on a bible.

I used to think that the House would pass the Senate bill. The trouble is the Nelson language. It's politically impossible to justify to a constituent that Nelson's treatment was deserved. And, it's very simple for any constituent to raise this beef. In the senate, the elections are every six years. But, the senate bill will be fresh on people's minds during this fall's House races so I don't see the House supporting it.

My view is that the Senate has to pass something through reconciliation and then the House has to pass the senate version. I think that this is where Obama is going. And, if Conrad cannot sign onto it, so be it. We'll need fifty senators.

But I don't see the House passing the senate bill anymore.

Face it, folks: Neither Obama nor the Democrats in Congress were ever serious about health care reform at any time. The very most they'll get is a few provisions that do nothing other than shift the political burden for the failing health care system from industry and the Republicans to the Democrats who did nothing.

I was a contributor to Democratic candidates and the party between '04 and '08 to the tune of about $30,000. I am on all the lists, but I have told every caller that my checkbook is closed until health care reform is enacted. They're not going to do that, which leads me to believe that the Democratic Party has a death wish.

So be it, I guess, but let 'em die on someone else's nickel.

And the whole "let's sign a letter" ploy by the Senate won't work, because they have no idea which things will be allowed or whether the GOP will make this thing stretch on until November by issuing endless amendments, which they have already stated, as recently as two days ago, they would do if the Dems tried reconciliation.
