In a big development for the 2010 elections, Sen. Evan Bayh (D-IN), one of the key centrist Democrats in the Senate, will not seek re-election this year, a Democratic source confirms to TPMDC.

Bayh's official reason is that he simply does not want to serve in the Senate anymore. "After all these years, my passion for service to my fellow citizens is undiminished, but my desire to do so in Congress has waned," Bayh will say at a press conference, according to prepared remarks obtained by the Indianapolis Star.

"Even in the current challenging environment, I am confident in my prospects for re-election," Bayh will also say. "But running for the sake of winning an election, just to remain in public office, is not good enough."

A Daily Kos/Research 2000 poll from last week had given Bayh, a two-term senator and former two-term governor, leads of 20 and 16 points respectively over two of Republican challengers, former Sen. Dan Coats and former Rep. John Hostettler.

So what next? Bayh's state has historically been friendly to Republicans, but in 2008 ended up voting for Barack Obama by a margin of about one percent -- after having previously voted for George W. Bush by a 21-point margin 2004. Republicans currently control all statewide offices and one chamber of the state legislature, as well as the mayor's office in Indianapolis. On the other hand, Democrats currently have five out of nine of the state's seats in the House of Representatives.

The bottom line: This seat will be a top-tier Senate race this year, and Bayh's retirement has probably damaged the Dems' chances of holding it.

The DNC is the real loser here. Why do they keep backing weak DINOs who always turn around and slice their throats? Dean showed you can actually build progressive bases in conservative strongholds. Progressive dems are to nuanced to fall for a fake DINO, and the rethugs are to radicalized to support anyone less than the anti-christ. This was an idiot strategy pushed by Rahm that is now bearing its fruit.

This is actually good news. I'd rather have a real Republican in than this embarrassment to his father.

And I don't think the Dems will lose either the House or the Senate. If their majorities shrink, that's not a bad thing. In the Senate they'll be forced to eliminate the filibuster, an action favored by the majority of Americans. Although Harry Reid hasn't gotten that memo, Dick Durbin has. So I'd prefer a 52-48 majority (with Lieberman booted out and counted among the Repugs, Reid and Lincoln voted out, and Bayh giving up all pretense of being anything but a corporate whore as he retires to go suck at the corporate trough fulltime.

Bayh was looking bad against the candidate that wasn't even living in ID.

I'd say a strong Dem would fair better than Bayh.

Plus, we get rid of someone who clearly doesn't have the people in mind when writing legislation.

Maybe the DNC has a good candidate in waiting and pushed Bayh out. We'll find out shortly I guess.

The 85% Bayh voted with Dems on was things like naming Post Offices and resolutions to do nothing. When we've REALLY needed him, on votes like healthcare reform and other major parts of the Dem agenda, Bayh has been a distraction, an obstruction, and a load for Harry Reid to try to drag across the finish line.

Look what DINO's like Bayh, Nelson, Lieberman, Landrieu, and others have done to us: In their blubbering fear of attacks form the likes of Limbaugh and Hannity, they've caused us to waste the entire first year of Obama's presidency in needless, fruitless "negotiations" and "bipartisanship" that guts legislation to accommodate the bought-and-paid-for wishes of lobbyists and corporations.

If we lose the state, so be it. Like Howard Dean said, We need to stand up for Democratic Progressive principles first and put our resources to electing DEMOCRATS, not people like Bayh who have already shown us they are as likely to side with Orrin Hatch and Jon Kyl as they are with Harry Reid.

Bayh maybe found out trying to work both sides of the street will get you run over.

Good points. I would *much* rather have guys like Bayh who shore up the conservative and moderate parts of the party than to lose the seat to someone who measures their success with how much they obstruct the Administration.

The Progressive wing simply doesn't understand that the blame they place on the moderate and conservative members of their party is a symptom of their own problems, not a solution. The difficultly with Democrats actually leading when given a majority isn't because the Dems, as a party, aren't progressive enough. It is that the progressives can't distinguish between conservative Democrats and the GOP. So rather than taking baby steps of policy implementation, progressives whine about having to actually deal with the vast middle of the electorate.

Neither Bayh nor Obama were elected because of progressives. They were elected because the moderates (i.e., those just to the right of progressives) were attracted to their cause. It is too bad progressives are so bad at actual politics that they can't learn the simple lessons of big tent policy movements.

Grilled Portobella Mushrooms

3 tablespoons olive oil, plus extra for greasing grill pan
4 large portobello mushrooms (about 5 inches in diameter), stemmed
Salt and freshly ground black pepper
3 tablespoons extra-virgin olive oil, plus extra for drizzling
2 cloves garlic, minced
3 small to medium sized vine ripened tomatoes, cut into 1/2-inch pieces
8 ounces fresh water-packed mozzarella, drained, cut into 1/2-inch cubes
1/4 cup chopped fresh basil leaves
Directions
Prepare the barbecue (medium-high heat).

Drizzle 3 tablespoons of olive oil over both sides of the mushrooms. Sprinkle the mushrooms with salt and pepper. Drizzle olive oil on grill pan to prevent mushrooms from sticking. Grill until the mushrooms are heated through and tender, about 5 minutes per side.

Meanwhile, whisk the extra-virgin olive oil and garlic in a medium bowl to blend. Add the tomatoes, cheese, and basil and toss to coat. Season the tomato salad, to taste, with salt and pepper.

Place 1 hot grilled mushroom gill side up on each of 4 plates. Sprinkle with more salt and pepper. Spoon the tomato salad atop the mushrooms, drizzle with extra-virgin olive oil to finish, about 1 tablespoon and serve.

This guy is only a loss for the rethugs who won't have someone seeking to water down every major piece of signature Democratic legislation, and outright obstruct anything progressive. The DNC/blue dog/conservadum gang is DYING in the senate because even though they have some senior positions they represent the fringe minority faction of the Democratic party. Its funny hearing how they talk about their own base (progressives) with openly veiled hatred. I guess thats justified considered progressives have shown they're willing to punish the party for choosing corporate profiteering over voter interests. The MA seat was lost because the senate Dems, lead by blue dogs like Bayh, turned it into a corporate bailout - so progressive voters stayed home. Before I read this at TPM I saw it on Shuster's MNSBC show and they intimated he had said to "someone" it had to do with the highly partisan nature of washington and the lack of being able to get anything done, because if that is the reason rather than he's lost the stomach for it, then he is being a bit disingenuous since he is part of the reason for the the reason nothing is getting done.

This guy calls getting things done, by siding with the thugs almost 75% of the time when Bush was in office, but 0% when the President of your own party is in office.

He'd rather retire in this fashion (with the state party choosing the candidate and the party likely losing) than retire earlier and allow a true dem to take his place, or conversely to go on to the fall, lose in embarrassing fashion, and have his blue dog status be fingered as the cause.

In his comments to the local Indiana papers he bemoaned the lack of success in getting bipartisan measures through Congress. Of course, since he's a two-faced political hack of the highest order, he was careful to blame Democrats and Republicans equally. I guess he thinks Obama has been to partisan. Losing him as a Democratic vote isn't going to be much of a loss since he spent most of his time cozying up to the GOP and stabbing Obama in the back anyhow.

However, the cynic in me wonders at the suddenness of this, and I find myself thinking about Spitzer, Vitter, Sanford, and Edwards.

Indiana is now lost, ND is lost, Massachusetts was lost - all three of those where considered Dem seats going into 2010. Lincoln will lose, Reid might lose, Castle is favorite in Delaware, Giannoulias will have to fight like hell to try and hold Illinois. Ford is playing some sort of game in NY that could cost Gillibrand...

This is about bi-partisanship for Bayh. He couldn't seek another term so that he could run on the Palin-Bayh ticket in 2012.

Bayh is a small loss in the larger scheme of things.

Progressives got rolled by the whole Road to 60 movement. All it meant is that Progressives had to surrender every bit of their agenda to keep the four most Right Dems on board. Frankly under the new rules of the game the Party would be more effective with a 55 vote majority in the Senate.

If we were tough minded we would be hoping that Blanche Lincoln would rethink whether she wants to spend more time with her family. And while I certainly am not hoping Reid loses it would be far from a tragedy.

Look the chances of losing the Senate are miniscule, the Republicans need to pick up 10 net seats and so far this year they haven't shown any signs of having a coherent campaign message, demonizing Obama is not going to cut it.

If Progressives are going to ever get the Party back on the track it was on during the New Deal and Great Society days it needs to move the gravity center of the Party away from the DLC types and back to the Democratic Wing of the Democratic Party (thank you Dr. Dean) and accept the fact that the way to do that is Addition by Subtraction.

Primarying incumbents is tough to impossible given the money games, from that perspective what Bayh did is a free gift.

Well, Reid, Lincoln, and Nelson would not be losses for the party (Baucus and Lierberman could also stand to lose their chairmanships). The fact is we need a leader who is actually competent (maybe Schumer) and these weak dems are literally wrecking the party's credibility. Its hard for any candidate to claim to stand for anything and when voters know that legislation will just be compromised into neatly packaged corporate giveaways by the same few blue dogs. It seriously looks like base voters are going to sit out the next couple elections and in hopes the party purges itself of these obstructions.

Update: The filing deadline is tomorrow, not Friday, as we wrote earlier. Dem sources say Ellsworth is the candidate most likely to jump into the contest.

Ellsworth was a supporter of the Stupek anti-choice amendment.

The Republicans are the party of NO.

The American people are trapped between the 'AINTS and the NOS.

Instead of fighting for his own previously stated principles and his party, Bayh is a quitter and has surrendered to the Republicans. This, no doubt, will create a bi-partisan congress, closer to 50-50 than the 60-40 advantage the Democrats had, and which they completely wasted.

Besides, there probably is a nice pharmaceutical industry job waiting for Bayh!

Actually given the date is tomorrow nobody on the Dem side will be able to get the signatures meaning there will be a vacancy which allows other means to fill the slot. Basically the party can name somebody in.

However if Coats is the only GOP in and Pence and others can't get the signatures than it will be Coats vs the handpicked Dem candidate.

If that is the case, then Bayh might have did the Dems a favor. However I don't think it's too hard to get 500 signatures from each district in two days (ie all of today and by the close of business tomorrow) for a House Rep like Pence. However given that the Dems could handpick their candidate Pence might not want to risk giving up his House seat and have to run a tight campaign against Ellsworth.

Bayh was annoying and certainly disappointing from a progressive viewpoint. In that sense, I would be happy to see the back of him. Unfortunately, he WAS undeniably more Democrat than Republican, for all his bipartisanship crapola, so the likely successor is going to be much worse - a Republican; which is as much of an epithet as I can think to call anyone in polite society.

This is all the more reason to promote the "upperdown" vote principle! Rachel Maddow wants a word to replace filibuster, based on her theory that it's the boringness of the word that defeats us. I nominate an old and surprisingly simple term: Majority Rule. It seems clear the "super majority" shibboleth is finally dead. Good riddance! It was a great tool for the terminally venal in the Senate.

Bayh will probably be making news pretty soon. Either he wants to spend more (jail?) time with his family or he is going to cash in on his services rendered to some corporation.

I can't see him challenging Obama in 2012. Perhaps 2016?

Absolutely bizarre since the deadline for filing a replacement candidate is tomorrow. It's hard to imagine that this is an "ordinary" retirement. More like scuttling the ship. Theories:

Huge blowup with Senate or Administration colleagues.
Personal scandal.
Bayh is switching parties. (???)
Bayh's wife's corporate contacts.
Fear of MA: despite his "confidence" in a win, Bayh knows that without the support of progressives, he may lose. We could call this "falling ill with Massachussets Fever."

This close to the deadline, it's hard to believe that it's not something pretty major.

I think Stephen Colbert should run. There must be 36k progressives in Indiana who could sign an online petition....

Don't fear, just as many or more, Republican seats are available or tossup than Democratic seats. Bayh would of won if he ran, there is still time to get a good Democratic running mate on the ballot. We still have nine months to have this baby. (To get the bills that have passed the House to the Senate passed). And since Bayh isn't running he should have no problem voting with Obama. Remember there is more seats up for grabs on the Republican side than the Democratic side. So winner take all. Ground game on.

...and why is it that this is a huge blow to Democrats again? This worthless, corrupt piece of crap has been an active and malignant enabler of Republican obstruction and corporate cronyism. He's one of the worst so-called Democrats in the Senate.

According to one of the linked articles, Bayh cited recent stalemates in Congress and politicians voting down critical legislation for political reasons. This is rich--Bayh himself is a big part of that problem.

I'm not happy about the risk of losing this seat to a Republican, but if it means we have a chance to get a real Democrat in the seat instead of this corporate whore, let's go.

He specifically called out the 7 repub senators who voted no to the deficit reduction commission bill after they co-sponsored it. He also mentioned the jobs bill going down as both dem and repub partisanship, but Reid had to nix it because it contained to many repub demands negotiated by blue dogs, i.e. tax extenders, that he knew would be used against the dems as a trap.

So maybe some good will come out of this indictment against repub obstructionism.
