Dems To White House: Enough With The Health Care Timelines Already!

Congressional Democrats are under increasing pressure to finish up health care reform, but they've had enough of the White House dictating deadlines to them. And at a bicameral leadership meeting this afternoon--attended by White House Chief of Staff Rahm Emanuel and other administration officials--they made that very clear.

"I was at a meeting with Rahm Emanuel and he was certainly informed that we don't feel that we want any deadline assigned to us," House Energy and Commerce Chairman Henry Waxman told a few reporters outside of a Democratic caucus meeting this evening. "We want to pass the bill, we want to make sure it's the way it should be, and soon as possible, but we don't feel that we have to have any particular deadline."

I asked Waxman how Emanuel reacted to the pushback?

"He said he would pass it on," Waxman said with a smirk.

White House Press Secretary Robert Gibbs has pressed a March 18 deadline for the House to pass the Senate health care bill, but a number of Democratic leaders, including most recently Majority Leader Steny Hoyer, have insisted they're adhering to no timeline.

Emerging from the bicameral meeting, Senate Majority Whip Dick Durbin described deadlines as "a blessing and a curse."

If it wasn't already clear to the Obama administration that the pressure was unwelcome, it is now.

Currently watch "Countdown" and the Rep. Massa story their covering has the chyron "Massa Of His Domain". Anyone else out there finding this kind of offensive?

There was a Seinfeld episode where the term "Master of Your Domain" referred to abstaining from masturbation.

So Keith is obviously referencing the story he was just recently chatting up about walking in on his roommate masturbating and offering to lend a hand.

Yeah, I think many people will get the reference.

But, I think the potentially offensive part is the "Master" to "Massa" interpolation.

The term "massa" was often used instead of "master" during blackface minstrelsy.

So, the "Massa of His Domain" chyron did make me cringe a little. I definitely don't think it was intentional. But, I do think it was a little tone-deaf -- a pun gone a little bit awry.

My toughts exactly. I too found the use of the term "massa" quite cringe-worthy. After that, my next thought was "were they that hard up to find some lame chryon pun"? Tone-deaf indeed.

Jesus, man, no wonder the right has made legitimate concern over cultural insensitivity into a joke; something like this is a shark-jumper of the first order... and besides, the guy's name is "Massa", already!!

I don't think anyone's going to get up in arms about this. The point is just that it's tone-deaf, and potentially to offensive to some.

However, I do have to disagree with your point about this being a "shark-jumper" though. I could certainly see someone arguing that this does, in some ways, highlight the importance of cultural sensitivity and diversity. MSNBC has been criticized before, because it's not -- let's face it -- exactly a bastion of diversity; it's definitely closer to FOX News in that department than CNN.

Would a more diverse team (assuming it's a team call -- maybe it's not) have made the choice to go with that chyron? Maybe they would have. Maybe not.

Still trying to decipher the counter coulter post. "Their" obviously was meant to be "they're covering". Also can not find chyron in dictionary.com; Did you mean Chiron or cheiron, pronounced kahy-ron? And was it a Seinfeld reference as LiesPrev suggested?

My bad on the their vs they're. At first I was writing about "their story", but revised it and didn't make the change. As to the use of Chyron I believe that it's an commonly used term and you might want to take up your displeasure with TPM when they use the term. Yeeesh...and I'm the one being overly sensitive?

Chryon Corporation develop those little graphics at the bottom of the screen on the TV. It would probably be better simply to call those things "graphics". Just to clear that up.

But frankly, the story is not about "Keith", its about whether Congress is spankin' it or not instead of getting things done.

And yes, I agree with the White House. They have had the rough guidelines of a plan since 1965, what's the hold up?

PASS MEDICARE FOR ALL BY MARCH 18 ALREADY!

So let me get this straight. All last year, the Hill Dems cry and moan that the White House wasn't showing enough leadership on Health Care.

Now, that the White House is setting a deadlines, making speeches, and generally...you know...showing leadership on Health Care, that's not good enough either.

If these guys ever wonder about their 13% approval rating, they only have to look in the mirror.

I was just about to say the same thing. I also thought that this "Obama needs to lead" meme is code for 'go give some speeches, make the bill popular again, so that we can get a boost in the mid-terms for voting for a popular bill'. They basically want him to be the warm-up guy. They don't understand that needs to be a team effort.

I'm being a bit contrarian to my own POV here, but here goes: You're right in saying that the WH should have shown more leadership 6 months ago. Setting arbitrary deadlines for "it" without indicating what "it" should be, really wasn't leadership. However - that goes both ways. Congress - specifically Reid, but it goes for the House as well - pissed away just as much time as the WH did.

It is belated, yes, but Obama is getting out in front on this issue. It's time for Congress to do the same. I am a big fan of Waxman, but he's wrong on this one.

Can't stand Reid but you can't pin this on him. He was carrying the water for the administrtion throughout. He wasn't calling any of the shots. The delays in the Senate were all in coordination with the White House and on behalf of the White House and their naive belief that Baucus was actually doing something all that time.

Let me guess, the GOP promised to really, really play along now - but only after the Easter break. Or maybe it was just the blue dogs who said they're coming around but not there yet and need more time - taking their delay, delay, delay orders from their paymasters. I guess the lobbyists needed more time to roll out their next offensive.

They're all bloody useless. Don't want to do nothing except talk about it.

I agree. If they have to postpone their break, then they should do so. But, they should absolutely not recess until they have voted on the bill.

They have some forward momentum right now. They shouldn't risk that with a break. We don't need anymore crazy town halls cooked up by insurance companies and people with corporate ties.

Doesn't the bill HAVE to be passed by the middle of April or the Senate bill can't be fixed by reconciliation? If that is true, then once the Easter break comes HCR is dead.

I agree with Congressional Democrats on this. The time for the White House to have exercised leadership on health care reform was last summer when it twiddled its thumbs as Reid let the Gang of Six drag the process out interminably.

Now the White House has to rely on Hill Democrats to pull its chestnuts out of the fire. They can do it, but it's a tricky environment. Stupak announces he won't accept Senate abortion provisions one day and then he's more accommodating the next. The Blue Dogs are restless. The Republicans are united and hostile. Then Kucinich out of the blue announces his intention to be the Nader of health reform, if need be. In this environment, it's not helpful to have the White House press secretary punch up a date that's just two weeks away. (Why the WH flack and not the health czar or Secretary of HHS?)

The only date that matters is the date that the House and Senate agree on a budget resolution. Everything else is window dressing. Without that resolution, there's no procedural way forward, because reconciliation instructions depend on a budget resolution and are attached to a budget resolution. That date is normally around April 15. So, I think we have about six weeks to get this right. Why enact the Senate bill in mid-March and provide the right wing with four weeks to shoot at it and attack reconciliation? Much more sensible to line up the votes and then get all the agony out of the way at once.

This will either all fall into place very quickly and very late, or it will all fall apart. My bet is that it will fall into place, and it will all happen in perhaps 48-72 hours, sometime in April. House passes Senate bill. Obama immediately signs. House and Senate immediately pass Budget Resolution (on 20-hour clock) with reconciliation instructions attached to it.

Nonsense! The WH gave them guidelines and deadlines - practically every other month there was a new deadline. He said he wanted something by August (they dragged their feet), Gibbs hinted at Thanksgiving(more dragging) and then finally they got er done on Christmas eve and then Mass. special election happened and it was another excuse to drag their feet. Trust me even if Coakley won, they'd find another scapegoat as to why they can't do what they were elected to do. They write the laws, the president is not their boss - Harry Reid said so and they shouldn't need someone to light a fire under them.

Either astute political analysis, or wishful thinking, I can't decide which. My head tells me the latter, but I am a sucker for wishful thinking.

Then again, didn't someone once say that nothing concentrates the mind so much as the prospect of one's execution on the following day? Electorally speaking, that's what the Democrats face if they come up blank on this.

You get the feeling that Rahm keeps setting deadlines because he really just wants it to go away. Keeping the pressure on is fine, but setting deadlines at this point is counterproductive since it sets Democrats up for another failure if/when the deadline isn't met.

I'm not sure what to think, but it's obvious another deadline is pointless. They were never enforced when the Senate was taking months to get it's act together, so I don't think the House feels they have any reason to care about them today.

Now I don't think, that someone who wants 'leadership' from the President wants a new deadline, I think they want, (Or wanted anyway) assistance in resolving their disagreements. I don't know if he's already involved in that, but he certainly should be. (They shouldn't need him for that of course)

In any case, another public deadline that isn't going to be enforced anyway is pointless.

I'm with the WH on this. Obama is now back in campaign mode making a strong push for this to get done. Public opinion seems to be moving in the right direction. Obama is helping to clear the path now, but in another month or two it will likely be a mess again.
