Sen. John McCain (R-AZ), under fire from the right for not being tough enough on immigration in his Senate primary race, has called on Secretary of Homeland Security Janet Napolitano to dispatch National Guard troops to the U.S.-Mexico border.
In a letter sent to Napolitano's office yesterday, McCain says that rising drug violence across the border in Mexico endangers the lives of American citizens. He says the situation now calls for troops to be sent to the "southern border region."
"The people of Arizona and the United States demand and deserve secure borders," he writes. "I hope that you will take a personal interest in ensuring that Arizonans can feel safe and protected on their own property and not live in fear of the increasing violence along the border."
See a full copy of McCain's letter after the jump.
McCain's office told TPMDC that so far, Napolitano's office has not responded to the letter.
Homeland Security spokesperson Matt Chandler told TPMDC that a response to McCain's suggestion will be coming. He said that Napolitano shares McCain's concerns about the cartel violence in northern Mexico, and has already taken action to prevent it from crossing over the border.
Chandler said the DHS has "implemented unprecedented new efforts to crack down on the smuggling of illicit weapons, cash and drugs that fuel ongoing cartel violence" and " is determined to prevent violence from crossing over the border into the United States."
In the letter, McCain says he has supported sending troops to the border in the past.
"Unfortunately that request was rejected by this Administration," he writes. "A year later, in light of the recent incidents and the continued growth of drug violence along the border, I am asking you and the Administration to immediately reconsider your position and send National Guard troops to our southern border region."
But immigration reform advocates -- who once counted McCain as an ally -- say the new call for troops on the border sounds like little more than campaign politics to them.
"All the language he's using is red meat for conservatives," said Gabe Gonzalez, a national director at the Center For Community Change. "He's getting attacks on the right, so he's going right."
Anti-immigration advocates have long called for sealing off the border, which they say will keep undocumented immigrants out. Gonzalez said that "violence is a problem" on the border, but past experience shows that troops won't solve border problems.
In 2006 President Bush sent troops to the border to clamp down on illegal immigration under pressure from the right. Gonzalez said the plan didn't do much good. He said that the pressure on security just led to more people entering the the U.S. through swaths of desert that were unguarded. Many died of dehydration and starvation on the trip.
"The border is too big -- it doesn't work," Gonzalez said. "You don't solve [the immigration problem] with troops on the border."

Hmmmmm... can't Arizona's own Governor dispatch the Arizona National Guard to the border if that's what the state wanted to do?

From the Arizona National Guard website:
"This combined effort enables Arizona to have effective and immediate response to emergencies on a Federal, State and Community level.
Unless called to active federal service, the Guard is under the command of the Governor, through the direction of the Adjutant General, Major General Hugo E. Salazar."
Another McCain co-out... perhaps he can call his former running mate, who I hear has a lot of experience as a "Kinda Commander in Chief" while she was governor of Alaska for a partial term.

They aren't generally authorized to act as an armed force unless called up by the US government (it's based on sections 8 and 10 of Article I of the Constitution relating to militias and states "making war" without consent of Congress). The rules Congress has set up allow the President to call them up as a military unit - the rest of the time, they are supposed to be limited to things like responding to floods and other natural disasters. So they could go, but not shoot anyone, and what would be the fun in that?

Well put! The Guard is for state security in the event of floods, tornadoes, hurricanes and other natural disaster, as well as keeping the peace when local law enforcement is overwhelmed with rioters and general mayhem that could put the public at risk of injury. Policing the border is a national concern across a number of states so it must be the federal governments responsibility to enforce border control. Besides, if we left it to states, like we did with health care, then each state would develop it's own method to control it's borders based on the available revenue in their budgets -which is in the red at the moment. And the one with the weakest control would be the avenue of choice so it would be a pointless venture to pursue.

If we listen to the hawks, every other person in this country is going to be in the military.
And WHERE do they think they're going to PAY for this? I'm sure Arizona is just flush with lots of extra money.

Did John McCain just call for a permanent deployment of the National Guard for border security?
Unless he's either also proposing some type of more dedicated and permanent presence along the border, or proposing that we'll be able to walk away from border security in the relatively near future, then he's calling for a permanent deployment of National Guard troops. Way to plant your feet firmly in the clouds, John.

Since around 2006 McCain has become increasingly erratic. I think the strain of the 2008 campaign and the shock of losing to Obama put him over the edge.
During his 2000 campaign he was saying things that would be considered "socialist" by today's RNC standards. And as late as 2004 he was considering switching parties.
Now he's just a sad old man who will do whatever it takes to hold onto whatever power he has left.

The Roman Legions couldn't stand at arms length and guard the Empire; what makes you think the guys not yet assigned to Afghanistan will do better? Ever been in cholla cactus before? Ruins your spacing for certain, and the scorpions don't like it either. Did anyone tell the Senator that the earth is not flat, even in Arizona? No, it is NOT a parking lot, football field, assembly hall, pep rally, or campaign fundraiser at the Biltmore Resort. Try the drones first, eh?
Does the Senator want the troops lazing around in the sun waiting for something to happen? How many does the Senator want to send to Cochise's Country? Oh, then there's that little thing the 'pubs are always concerned about - $$$$$
Just how much will the Senator trade for "boots on the ground"; how about the lazy good for nothing unemployment bill he didn't finish? How about the little issue of his own state's pitiful prospect of cutting off children's health services, or Medicaid enrollees, or closing state parks, or having employees work a four-day week with a future pay decrease of 3.00 per hour?
How about that as a little barter-starter? Oh, those 'pubs, you gotta love them, even when they're so lame.

Start deploying the National Guard along the 2000 miles of the border, fully armed. The border is still wide open in many places and--NOT--the two tier fence as originally specified by its author Rep. Duncan Hunter. Much of the open areas are old fencing of rusty barbed wire, that couldn't keep out a roaming cow. This is what the far-left Liberals and the open border lobbyists have brought upon us, the harassment of innocent landowners and now the murder of an Arizona Rancher. The US useless government better do something, because the Ranchers in Texas, Arizona and border states, will take the law into their own hands. For far too long the criminals in Washington have turned a blind eye to the carnage at the border. The US Border Agents are to thinly scattered and local sheriffs have limited resources to stop this mayhem. We can certainly guard the borders in Iraq and Afghanistan with federal troops, but our own citizens remain unprotected by the increasing incursion of drug smugglers, illegal immigrants, terrorists and a wide ranch of criminals. Even the Mexican military have violated our sovereign lands, without any reprisals? Our government cares more for the free movement of foreign nationals than the safety of our own people. Even Sen. John McCain of Arizona a strong supporter of unrestrained Amnesty, is demanding the National Guard stationed along the unfettered border.

McCain's letter to Napolitano was racist and designed to appeal to the teanut racists: The Arizona rancher Robert Krentz was not likely killed by "criminals coming across the border", but by some teanut-racist who abhored Krentz's aid to Mexicans crossing the border by giving them food and shelter. Krentz was well known for this.
