
Now that health care reform is actually law, Republicans who first attempted to kill it are faced with a key question -- would you repeal it? Repeal and revise? Repeal and replace? A full repeal -- or just the 'bad' parts? Or is repeal the wrong strategy?
Republicans are all over the map on this one.
TPMDC has been keeping a close eye on Capitol Hill Republicans who fought to kill the bill and how they are being forced to transition to a "What next?" scenario. They haven't landed on a consistent message, though many are leaning in the "repeal and replace" idea pushed by House Minority Leader John Boehner today in a Des Moines Register op-ed in advance of President Obama's visit to Iowa City. Senate Minority Leader Mitch McConnell has suggested they are settling on "repeal and replace" as their 2010 mantra.
The GOP is facing a new political reality this week, as Democrats have claimed a victory that seemed unlikely earlier this winter.
Now that the health care bill has become law, the dynamic has shifted and the nation's mood is more supportive of the legislation, polls show. The majority party is now energized and it's now the Republicans who are looking to make a message gel.
Republican lawmakers successfully campaigned against hypothetical scary things in the bill before it passed -- death panels, backroom deals and more. But now that the bill actually is law they are faced with saying what they would do, and that gets more complicated. In several cases, Republican ideas are incorporated into the bill. What's more, popular elements like tax cuts and ending discrimination based on pre-existing conditions are tough things to say you'd scrap.
Candidates across the country are being goaded into saying they would repeal the bill, but lawmakers on the Hill are being pressed for more specifics. And they aren't all in agreement.
Boehner (R-OH) says that Republicans would "start fresh" if they win back power in the critical midterm elections. From his op-ed:
That's why Republicans are fighting to repeal it so we can start over with common-sense reforms that get health-care reform right.Through repeal, we can do away with these job-killing mandates and replace them with affordable solutions to lower costs and cover Americans with pre-existing conditions. We can repeal these Medicare cuts that take choices and benefits away from seniors to fund a new entitlement program, and replace them with reforms that strengthen Medicare for seniors today and tomorrow. We can repeal these Washington accounting gimmicks and replace them with honest policies where you get what you pay for. And we can repeal all the backroom deals that use money we don't have to purchase support for controversial legislation.
Republican lawmakers won't publicly admit there are "good parts" in the bill, though GOP pollsters say they will just leave out references to anything that polls well in their campaign materials. (And of course, it will be those "good parts" such as tax credits and pre-existing conditions changes that Democrats will accuse Republicans of wanting to end.)
Former House Speaker Newt Gingrich did admit the bill has "good" items earlier this week. Gingrich said on Fox that his prediction was the GOP wouldn't fund the health care reforms and if a new president is elected in 2012, then by "February of 2013, they repeal the entire bill."
"Replace the good parts. Because there are some things -- out of 2600 pages, there are probably 200 pages that are pretty good," Gingrich said.
Several GOPers already have introduced bills to repeal health care and push repeal petitions online, coupled with the lawsuit threats from attorneys general across the country to deem the legislation unconstitutional. But Sen. Chuck Grassley (R-IA) yesterday took credit for provisions in the health care bill, even though he opposed it.
But, some are walking back the repeal rhetoric. RNC Chairman Michael Steele this week said that GOPers are "not talking about repealing the bill based on the bill, we're talking about repealing it and replacing it with what doctors and patients want - that's a big difference."
And Sen. John Cornyn (R-TX), who leads the National Republican Senatorial Committee, said before the bill passed he thinks the repeal pledge is unlikely to pan out.
The U.S. Chamber of Commerce, which spent millions trying to defeat the legislation, said this week they won't spend a penny supporting repeal efforts.
A senior administration official told reporters on a conference call last night that the White House isn't worried about the lawsuits or the repeal legislation. The official said there will be "a vigorous debate played out" asking "Why Republicans want to take away insurance tax breaks for small business," new consumer protections and the reforms on pre-exisiting conditions.

the last significant health care bill the pseudo-conservatives passed was a trillion dollar give-away to the pharmaceutical industry that they didn't even pretend to pay for. 2/3rds of the country was against it and it took massive arm twisting to get it passed. we can only assume they want to replace the HCR bill with something similar.

It seems the thing Republicans hate the most, in addition to the increased Medicare tax, is the individual mandate. If you eliminate the mandate but keep the goodies involving pre-conditions, offspring under 26, the doughnut hole, and no caps, insurance costs are going to increase immediately. And that's even without subsidies.
Someone has to pay for these goodies.
Right now, it's the mandate encouraging the healthy to get insurance that pays the bill. That and the added Medicare tax. It would be unbelievably hypocritical, but typical, for the Republicans to propose a bill that caters to the public but doesn't get paid for.

For the second time in two years, I doubted Obama. Sure, he's very smart, he's extraordinarily skilled, his knowledge, politics and ethics are beyond reproach, but... the guy is too nice! He lets his unscrupulous opponents walk all over him and control the agenda.
Back in 2008 I thought Obama would be crushed by the GOP smear machine. I was wrong. He earned my confidence. The guy is nice, sure, but underneath he's a tenacious fighter who's both relentless and cunning. With his gracious manner, he gives his opponents "enough rope to hang themselves"
By the time Obama became president, I had so much confidence in him I had already declared him destined to be one of the top five presidents of all time. He could do no wrong. But after 12 months of wrangling, when Scott Brown got elected and HCR began to unravel, it looked like Obama's overly-gracious bi-partisanship would hand the GOP the ability to destroy his presidency. Obama was about to become a flop. The 2010 midterms were going to be a bloodbath and Obama would limp out of office in 2012.
Of course, instead, Obama got the job done. The fact that HCR went through such extraordinary hurdles only enhances his accomplishment. And the GOP now look like the fools they are, hung by their own rope. Even better, the GOP don't grasp they are hanging themselves so they continue with the self-hanging right into mid-terms. Obama is in as strong a position as he's ever been.
My faith in Obama has been restored.

This strategy makes me further question the Republican Party's ability to operate as a national party.
For one, they're being blatantly dishonest about the potential to repeal the bill. President Obama's not going to sign it. And with Democrats outnumbering Republicans in most states and feeling so passionately about healthcare, they're not likely to win control of all three Houses (or enough Congressional seats to overturn a Presidential veto) as long as "repeal" is on their agenda.
Additionally, the country won't soon forget (at least not by November) how contentious this whole issue has been -- the nastiness and division and nonsense we've had to endure to get to this point. Few people will have the desire or stomach to reopen that can of worms.
Finally, why in the world would people support the repeal of a sweeping new law, only for it to be replaced with a new law that tries to do many of the same things (according to what Boehner's proposed), but only "better" (which would likely be vigorously challenged by independent experts)?
It's all pretty silly, and it demonstrates that Republicans have NOTHING to run on this fall -- that happens when you say No to everything -- so they're having to resort to drumming up some outlandish fantasy about "repeal" and keep stoking fears and anger to get their voters out.
If the Democrats box the Republicans in over their use of over-the-top rhetoric, as they're seeking to do following the rash of violent episodes targeting Democrats, Republicans have nothing left .If they can't incite their voters to anger, they have absolutely nothing, because they certainly won't try to win by appealing to their hopes.

GOP is now in the position of opposing changes in the bill they said they were for, only weeks ago.
(Side note on their dementia: they also figured Tbagger bullies, were a positive for them... ;^)
The GOP is completely without compass at this point. They are so tied in knots from the layers of lies and false fronts – like defending Medicare… – they don’t understand the aircraft is going down not up. Some 13 state Attorney’s General, filing suit within 8 minutes of the bill signing “it’s, uhm - unconstitutional!"
You could only do that if you believed the bogus “polling" floated by Media Inc. that the reform “isn’t popular". No, people wouldn’t want guaranteed coverage if they lose their jobs (or work wage jobs with no insurance), and they don’t mind insurers locking them out because they are sick…
What a joke. And emblematic of how corroded their brains are at this point. The GOP regimes of these states are going to find to their shock that these reforms are popular, and their refusal to accept the electoral and legislative process that led to the bill finally passing, is going to mobilize their in-state opponents.

Remember that Republicans cannot govern because government is the problem. They can message and campaign, but once in office, they are God awful at it.
They do like their wars though.

As others have I think suggested, Christina, I think you give Boehner too much credit to call his approach 'repeal and replace.' He offers nothing to replace it with other than adjectives. "Honest," "affordable." We'll be the judge of that: what have you got? Until they offer something (and until they embrace Ryan's plan, they haven't even offered that), all they have is "repeal," which they won't do. There's no reason to say they're offering a replacement until they do so.
