
Rep. Randy Neugebauer (R-TX) has come forward and admitted that he was the one who yelled "baby killer" during the House debate on the health care bill last night.
In his statement, Neugeubauer said that he meant to refer to the bill as "a baby killer," not Stupak himself. That said, he has apologized to Stupak.
Neugebauer was first elected to Congress in a spring 2003 special election, after having previously worked in real estate and served on the Lubbock city council. In 2004, after the controversial mid-decade redistricting engineered by Tom DeLay, Neugebauer defeated long-time Blue Dog Democratic Rep. Charlie Stenholm by 58%-40% in a reconfigured district.
It should be noted that in addition to the "baby killer" outburst, Neugebauer is also a sponsor of the so-called "Birther Bill," introduced by Rep. Bill Posey (R-FL), to require presidential candidates "to include with the committee's statement of organization a copy of the candidate's birth certificate, together with such other documentation as may be necessary to establish that the candidate meets the qualifications for eligibility to the Office of President under the Constitution."
Neugebauer's district is solidly Republican, having voted 72%-27% for John McCain in 2008, and 77%-22% for George W. Bush in 2004. Neugebauer was re-elected with 72% of the vote in 2008.
NEUGEBAUER STATEMENT ON HEALTH CARE FLOOR DEBATE
"Last night was the climax of weeks and months of debate on a health care bill that my constituents fear and do not support. In the heat and emotion of the debate, I exclaimed the phrase 'it's a baby killer' in reference to the agreement reached by the Democratic leadership. While I remain heartbroken over the passage of this bill and the tragic consequences it will have for the unborn, I deeply regret that my actions were mistakenly interpreted as a direct reference to Congressman Stupak himself.
"I have apologized to Mr. Stupak and also apologize to my colleagues for the manner in which I expressed my disappointment about the bill. The House Chamber is a place of decorum and respect. The timing and tone of my comment last night was inappropriate."

It can't be ignorance that explains this ELECTED Congressman's position: as does EVERY candidate for public office, HE had to prove his bona fides as to citizenship and age BEFORE his name could be put on the ballot.
Nor has elections law ever been DIFFERENT on that point. Constitutional provisions are implemenmted by means of statute; and certainly the citizenship and age requirements are implemented in such law, along with means to PROVE those requirement IN ORDER to be a candidate.
In short: President Obama not only had to prove his citizenship and age met the pre-existing requirements, he had to do so in each of all 50 states before his name could be put on the ballot.
So the only "reason" behind that initiative is racists' effort to delegitimize by exploiting citizens' ignorance on the point.

What about immediately ending the ability of insurance companies to deny coverage to children because of a pre-existing condition? That takes effect right away. Do they care about children who have been born or does their concern for children end at birth? How many children need treatment and can't get insurance?

No, becuase a zygote is not a "Child" -- either in science or law.
Moreover, there has NEVER been a society which viewed a non-viable fetus as of greater importance than the life of the pregnant woman.
Nor does the "bible" prohibit abortion"; it in fact supports it until "quickening" -- that is, until the fetus "kicks".

Read teh Hyde Amendment. It prohibtis the use of Federal funds for abortion IN ALL INSTANCES. That means it is superfluous to ALSO include that prohibition in every damned statute.
On top of which, that Amendment/language violates separation of church adn state because the opposition to abortion is SOLELY "RELIGIOUS". Even though that "religion" is FOR the death of all those whose contracts with the insurance monopoly are breached by that monopoly.

It's because emotions run high in high-stakes political debates that the House has rules of decorum that include not making ad hominem attacks against other memebers on the floor. I don't want to crucify the guy for it, and I don't know that I would even want to go as far as a formal censure vote, but it wouldn't hurt to have him beaten up in the press for a day or two. There needs to be a price paid for this sort of thing.

Excellent work on the mix. However, at 17 seconds in your Stupak.avi, I do hear the words "It's a". Then a stray sound (like a hiccup), then at 18 sec, "baby killer". They strike me as the same voice.
This agrees with my impression from the un-enhanced version at "Crooks & Liars" (http://videocafe.crooksandliars.com/heather/baby-killer-shouted-stupak-during-health-c), which is the clearest other one I've found. The remark comes at 1:45 on that video. Someone in comments there affirms hearing the "it's a".
There also one can two subsequent repetitions of "baby killer". The first is faint, and strikes me as being preceded by buzz of the form "what was that?" The second is louder even than the original---but that could be someone calling it out to a person further off, or who was nearer the camera. I do not believe there was a chorus of the term---else it would have been reported as such.
Bottom line: I believe there is positive evidence that Rep. Neugebauer's explanation is truthful, in contrast to other assertions in comments here.

These things seems to be staged pretty well, in part to validate the lack of civility in public debate that is happening around the country. The disruptive people at the town hall meetings served a purpose, they made sure no one left the hall educated, just pissed off and/or scared. Lubbock is way up there in Northern Texas, almost in the panhandle. It's farming country, and much closer in both landscape and spirit to the Plains states than to, I dunno, Weird Austin or some such. Why is it a sin to have an abortion in the first trimester when the embryo that will become human has the same no. of cells as your average bull frog? Why is it not a sin to not allow these children to receive medical care if their parents have no health insurance? Why is it not a sin to send 19-21-year-old babies off to an unnecessary and illegal war to certain death? Republican motto should be love the fetus, hate the child.

By apologizing to Stupak, he's tacitly admitting that he intended the outburst to be at Stupak, just as it appeared to everyone, and the only reason he is saying anything at all is because of the outrage and pressure being brought to bear on the party.

First off, it's wrong for you to call these unwanted pregnancies 'mistakes', Jesus made those babies and Jesus don't make no mistakes. Secondly, HCR will save 600,000 babies so if we do some math, and let me help you here cuz I assume you're not too good at math, we come up with 200,000 babies saved overall. WHAT is wrong with this man!! Doesn’t he know about the Hyde Amendment… sure he wouldn’t have learned about it in Real Estate school but once he was elected to political office surely being a supporter of the Right to Life movement he must have at the very least heard of the Hyde Amendment!!
And for those who have not… The Hyde Amendment is a legislative provision barring the use of certain federal funds to pay for aborthions and has been routinely attached to annual appropriations bills since 1976. When it originally passed it was by a 207-167 vote; AND, its chief sponsor was Henry Hyde – A REPUBLICAN!
And BTW… As of 2007, 17 of the 50 states fund abortions voluntarily. 13 of these states are required by court order to do so.
The fact that this Executive order was not thought of sooner is the tragic consequence.

We fight for freedom and Democracy around the world and yesterday the voice of the American people was silenced! It is time to vote them out, demand accountability, honesty and true representation of the wishes of the American people. I have always been politically aware but not active. That changed yesterday.
Process does matter. It is what we teach our children. Follow the rules, play fair, tell the truth and accept that you do not always get what you want with grace. The corrupt back room deals, threats and intimidation by a few was cheered on the House floor last night. Greed and corrupt power showed their true colors last night. Stupak caved and was bought off with "30 pieces of silver" and then turned on those who had supported him. I may not agree with his politics but respected his stand on principles. That is gone.
November will not just be about healthcare, it will be about the loss of respect and trust in our elected leaders. They forgot who signs their check, and I am not talking about the bribes!

My guess is that it is beginning to dawn on some of their voters as well.
