
Sen. Ben Nelson (D-NE) last night prevented his fellow Democrats from finally passing legislation to extend needed unemployment insurance benefits to out of work Americans. It was the third time the legislation, which has been repeatedly pared down and reshaped in the hunt for votes, has failed to overcome a filibuster. But it was the first time that success or failure rested on a single deciding vote. And because Nelson, the most conservative Democrat in the Senate, joined Republicans and blocked the bill, it will likely not pass until mid-July, after the Senate returns from Independence Day recess. By then Robert Byrd's replacement will be seated, and Dems will have the votes they need to pass their jobs bill.
Here's what happened.
The Senate was by all accounts done for the day, and any further attempts to extend unemployment insurance would have to wait another day. But at about 8 pm, Senate Majority Leader Harry Reid decided to give it one more shot and called the vote, which had to be held open to allow Senators caught unaware to reach the chamber. When it was all said and done, the final vote was 58-38 with three Republicans not voting.
Of course, it requires 60 votes to break a filibuster, meaning Democrats were two votes shy. So why does this fall on Ben Nelson? When a cloture vote fails, the Majority Leader often switches his vote from yes to no. But he's not joining the filibuster. It's a parliamentary maneuver that allows him to bring the issue back to the floor easily at a later time, without having to go through the longer process of filing for cloture again.
That's what happened last night. With the death of Robert Byrd, Democrats have 58 voting members. Last night, they were joined by Sens. Susan Collins (R-ME) and Olympia Snowe (R-ME). That would have brought them to 60, breaking the filibuster...but Nelson said no. He's opposed the legislation repeatedly on the grounds that it's not completely paid for (though emergency extensions of unemployment benefits are often not paid for). He brought Democrats down to 59 votes -- one short of the supermajority they needed -- and because of that, Reid changed his vote, drawing the total down to 58.
A day earlier, Nelson released a long statement explaining his repeated opposition to the bill.
"The bill has been revised several times already and each time the deficit spending was less. Tough choices are possible and necessary to not add to the deficit," Nelson said. "Some also say we need more emergency spending now to keep the recovery going. But in my view it could jeopardize the recovery and would add to our already enormous deficit, likely to be around $1.4 trillion for the second year in a row.... Congress should provide additional unemployment benefits but not as a bailout to the states that worsens the deficit and passes the bills onto our children."

Just like there's good debt and bad debt, there's a time to exert budget discipline and a time when other things are more important. The unemployment extension that you just voted against is one of those times. You're goals are admirable, and important, but this is the wrong time. What are you going to solve by keeping money out of people's hands in a crisis situation such as this? This is something that people are losing their homes over, and the economy needs the money that these people would spend on necessities. How does putting people out of their homes, and keeping that money out of the economy, help the deficit? Did you ever stop to think that the deficit can be handled when we have more tax revenue because people are working again? Your most recent vote on the unemployment extension was misguided, uninformed and, with all due respect, stupid. I trust that the people in the Senate will represent the people that put them there - not only the fine people of Nebraska, but also every American, which you *also* represent. I expect the people that run our government to be more informed and thoughtful than you have been showing for the past year. If you can't be bothered to study and understand all sides of an issue... if you can't look beyond your own first impressions... than you have no business representing the people of America.

I agree Maritz, but because the Democrats have a very tenuous majority they are tip toeing trying to keep what little they have.
Nelson is no more a Democrat than Boner is, and I wish the people of Nebraska would get rid of him for a better Democrat, but from what I've heard about Nebraska, their Democrats aren't true Democrats any more than Arkansas Democrats are Democrats.
I swear the people in those states were frozen in the early 50's they are so out of touch with the real world. I frankly can't see a difference between them and the gop.

Imagine a scenario in which all the Democrats caucus before an important vote to decide which of them has sufficient political survivability to be the dissenting vote that will kill legislation that will actually benefit We the People. Is such a scenario really so far fetched?
Closely watching Senate antics, especially during conciliation of House and Senate bills, it often appears to me the Democrats are working really, really hard to make it appear that they are trying, while actually ensuring the bill will never pass in a meaningful form.

Nelson goes home to find his home,land and vehicles have been repossessed. When he tries to sell stock to reclaim his property, he finds that the stock no longer has any value. After his "vacation" ends, he goes back to DC but can't get through the doors because his job has been eliminated. Of course he can't get a flight out because his credit cards have been cancelled so he sleeps on the capitol steps. No home, no car, no job, no money. Wow, he's become a real American and it didn't take any time at all.

And not just any farm subsidies, but subsidies to grow irrigated corn, the water for which is being sucked out of the Ogalalla Aquifer at much greater than replacement rates. Why corn was ever grown as a major crop in Nebraska and it became the "Cornhusker State" is beyond me. It is just not a suitable crop for the climate conditions there. The corn subsidies are worse than wasteful; they are actually destructive.

I guess what frosts me the most, is there really isn't a sense in the country that we have some really tough problems to deal with and it's gonna take a united effort by us all to solve them. The best we get from politicians, both sides, is political gamesmanship. We have millions of people who are out of work. Seems to me when Congress paid for Iraq/Afghanistan on the national credit card deficit spending/national debt wasn't/isn't a problem. But stimulus spending is severe recession (still might turn into a depression) is soooooooooooo socialist. Financial speculation created this mess but instituting oversight/regulation is the next coming of Lenin. Our current health care system delivers substandard outcomes at unnecessarily high costs and attempts to reform it is a government takeover of the system.
The 1930s and 1940s spawned America's greatest generation. Looks to me like the 2000s and 2010s may just be spawning America's worst and probably dumbest generation. Me thinks history will judge us harshly.

A reminder. A former insurance company executive and head of the association of state insurance commissioners, Senator Nelson went out of his way to sabotage meaningful health insurance reform.
It seems to me that cuts in farm subsidies would be one way to help cover the cost of unemployment insurance -- Nebraska received $432 million last year, and another $100 million in soybean subsidies.

Senator Ben Nelson has done this to the American people too many times for him to stay in the Democratic Party. Nelson was the main reason Health Care Reform turned out so badly. Nelson has constantly voted with Republicans on key issues in order to kill good legislation that would have helped America. But all Ben Nelson cares about is his own personal gain and the wealthy donators so he can be re-elected. Ben Nelson is up for re-election in 2012, let make sure he doesn't make it out of the primary.

I can't believe I'm saying/thinking/writing this ... but I agree with Nelson. Not that I agree about the filibuster. I think he's wrong to block the majority in Congress on such a minor point. Having said that, I agree with his policy position that we must stop using the federal government as a credit card with no limit. States are in trouble, but need to step up and change their tax policies and budgets to reflect the current reality. Property tax revenues are down. The housing bubble popped. And that's not going to change for several years. It's time for state governments to make hard choices and stop passing the buck to the federal level.

I've got news for you. States have been cutting spending and they haven't been passing the buck to the federal level. They're passing it to county and municipal level. And, property taxes have been going up because of it. That's a big tax increase that Republicans at the state and federal level can pretend doesn't exist or that they had nothing to do with. Local governments have cut down to the quick. So, we close libraries, schools, parks, etc., all so the top 1% can keep their tax rate at the lowest it's ever been. It's a race to the bottom, thanks to the GOP and its priorities.

I left the Democratic Party in 2007 after new Speaker Pelosi capitulated on forcing an Iraq timeline. I became Decline to State (e.g., Independent in CA). I adamantly refuse to fund the DNC. I think all Progressives should exit the DP unless they strip folks like Nelson, Lincoln etc of all seniority, campaign support and leadership positions.

The thing to do is support progressives directly; never a dime to the party, only to the specific Senators and Congressmen you trust.
The Democratic party lost me when they gave Nelson $500,000 in ads after health care "reform" he watered down, then supported Lincoln and Spector against the will of the party membership in those districts. In Lincoln's case, it's probably why she won the primary. I Specter's case the party was so wrong-headed the voters kicked him aside anyway.

Nelson only wants to pass the bills on to our children by not paying taxes. If the government did something to help the citizens that our children would have to pay for because Nelson doesn't want his tax money going to Americans he doesn't like, that would just be UnAmerican.

What really stuns me in this whole unreal debate is how right now, at the precise moment when everything Keynes wrote about is playing out in real time--aggregate demand and economic activity stabilizing at a level well below the full employment level, everyone from pig-ignorant shit-kicker Ben Nelson to Angela Merkel and the G-20 are like "Keynes? Keynes? Who is this Keynes you keep talking about?"
And when you try to point out to them that we've been through this before, it's like "Hoover? Hoover? Who is this Hoover you keep talking about?"

Federal bonds are going for very low rates. It's a great time to sell a few bonds! Also an sign for thinking humans that there's not a lot of competition for investment dollars now.
Also, Sen Dingleberry here wants us to attack the deficit when our economy is weak, instead of when it recovers and is strong. Is that dumb or what? Why attack while our economy is in a weak state?
Sen Ben Nelson is playing political games with our country's economic health.

According to Moody's Economy.com, unemployment payments produce $1.64 of GDP for every $1.00 spent. It's one of the most effective government actions for the economy, producing way more bang for the buck than any tax cut and only slightly less than the Food Stamp program spending. People don't save their unemployment, they go out and spend it producing more jobs quickly for the American economy.
So you have to give Nelson a massive FAIL for this one.

A man without compassion is not a man at all. The GOP and Nelson are responsible now for children going hungry, people loosing their shelter, people unable to afford their meds and more. When you treat your fellow man this way, you are not suited for any position of leadership. This was not a hard choice. It was a choice made with ease and callousness. Shame on all of them.

You know what? I think you just may have a really good idea. Tea Baggers showed up and disrupted Town Hall meeting last summer in response to HCR. Maybe we could find an astroturf group who could fund a "Caring Campers" movement. The organization would provide camping supplies, and members could then spend a few days on targeted Repub/Blue Dog politicians front lawns with protest signs and press releases to get media attention when the cops showed up to arrest us. Kinda like the sit-ins during the Vietnam War. I'm only HALF kidding here.

Im so sick of hearing the republicans lame excuse We are always going to be in debt so why start pretending like they are so much now at the expense of the unemployed I hope and pray everybody out there remembers at election time especially how Nelson is acting like a republican give him what he wants an ousting so he can join up with them and come on out i just can't find any joy in anything at the moment I know the suffering I'm living it too lets keep the heat on the only thing thats going to make these people respond is the threat of ousting and it should not be an idle threat it should be a promise if we survive til then lets not forget I'm keeping everyone in my prayers lets stand united
