Senate Poised To Ratify START
The Associated Press reports: “The Senate is poised to approve a nuclear arms pact with Russia, handing President Barack Obama a huge victory on his top foreign policy priority…The approval would mark a big comeback for Obama’s arm controls efforts after the treaty appeared all but dead just weeks ago. It also would allow Obama to continue efforts to improve relations with Russia.”

Obama’s Day Ahead — Signing DADT Repeal
President Obama will deliver remarks and sign the Don’t Ask, Don’t Tell Repeal Act of 2010, at 9:15 a.m. ET. He will meet at 10:15 a.m. ET with Treasury Secretary Tim Geithner.

Biden’s Day Ahead
At 9:15 a.m. ET, Vice President Biden will attend the signing ceremony for the Don’t Ask, Don’t Tell Repeal Act of 2010. Afterwards, he will meet with senior advisers.

Obama Likely To Arrive In Hawaii Wednesday Night
CNN reports: “CNN has learned that federal officials here in Hawaii are planning for President Obama to arrive on the island of Oahu as early as Wednesday, when they are instituting a no-fly zone over this city. The Federal Aviation Administration quietly issued an advisory Tuesday revealing it will institute a no-fly zone with a radius of 10 nautical miles around Honolulu from 5:15 PM local until 7:15 PM local time on Wednesday.”

No Looking Back For Pelosi
The Washington Post reports on how Speaker Nancy Pelosi (D-CA) is appearing to take her transition into a Democratic minority in stride. “Come January, I’ve played that role before, as minority leader,” said Pelosi, “and look forward to going forward there, hopefully extending the hand of friendship for as much bipartisanship as we can achieve but also watching to see what direction the Congress goes in and making our points of difference known.”

GOP Wants Constitution Read on House Floor
Roll Call reports: “The GOP-led Congress would impose strict new transparency requirements for committees and legislation, expand term limits for Committee chairmen and allow for a reading of the Constitution on the House floor on the second day of the 112th Congress, according to a draft of the incoming majority’s rules package.”
