
Last night, the White House leaked the news that economic adviser Austan Goolsbee will succeed Christina Romer as chair of the Council of Economic Advisers. In an administration whose economic policy is so dominated by Larry Summers, Goolsbee's most important role will likely be to present -- and perhaps spin -- those policies to the public. Goolsbee has a wry sense of humor in public and a taste for the jugular, which sets him apart from Romer, who had a light touch and delivered even the worst news with a chirpy smile.
Goolsbee previously served as Staff Director and Chief Economist of the President's Recovery Advisory Board. He's advocated for letting the Bush tax cuts for the rich expire, and, as a close ally of Paul Volcker, for tougher regulations on financial institutions.

"[C]ompared with the problems we face, the turnaround has been insufficient," said Christina Romer at the National Press Club in a farewell address of sorts. "Though the unemployment rate has come down six-tenths of a percentage point, it is still nine-and-a-half percent -- an unacceptable level by any metric."
"[W]e, like virtually every other forecaster, failed to anticipate just how violent the recession would be in the absence of policy, and the degree to which the usual relationship between GDP and unemployment would break down," she added.
Israel, Palestinians Set For Face-To-Face Talk
Reuters reports: "With a diplomatic push from President Barack Obama, Israeli and Palestinian leaders start direct peace talks on Thursday overshadowed by skepticism on all sides and violence in the volatile West Bank. Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas will meet at the State Department, relaunching talks after a 20-month hiatus and seeking a deal within one year that will set up an independent Palestinian state side-by-side with a secure Israel."

President Obama will meet with his national security team at 11:30 a.m. ET. He will receive the economic daily briefing at 1 p.m. ET. He does not have any public events scheduled for today.
Obama: Medicare 'Getting Better All The Time' Because Of Health Care Reform
In this weekend's YouTube address, President Obama touted a government report showing an increase in the financial solvency of Medicare, due to the recent health care reform law -- a clear effort to sell the law to older voters.
"According to this report, the steps we took this year to reform the health care system have put Medicare on a sounder financial footing. Reform has actually added at least a dozen years to the solvency of Medicare - the single longest extension in history - while helping to preserve Medicare for generations to come," said Obama. "We've made Medicare more solvent by going after waste, fraud, and abuse - not by changing seniors' guaranteed benefits. In fact, seniors are starting to see that because of health reform, their benefits are getting better all the time."

In an interview with the CBS Early Show, Vice President Biden said that taxpayers have "gotten their money's worth" out of the stimulus bill, saying that it had saved as many as two million jobs. Biden also said that more benefits would come, explaining that the bill was designed to be implemented in two stages: "we've only been halfway through the act."

Steele: Reid Should Resign As Leader Over Obama Comments
Appearing on Fox News Sunday, RNC chairman Michael Steele said that Senate Majority Leader Harry Reid (R-NV) should have to resign as leader because of his private comments about Barack Obama and race during the 2008 presidential race. "There is this standard where Democrats feel that they can say these things and they can apologize when it comes from the mouths of their own. But if it comes from anyone else, it is racism," said Steele, also adding: "If (Senate Minority Leader) Mitch McConnell had said those very words that this chairman and this president would be calling for his head, and they would be labeling every Republican in the country as a racist for saying exactly what this chairman has just said."
Kaine: 'No Comparison' Between Reid And Trent Lott
Appearing on Meet The Press, DNC chairman Time Kaine rejected any comparison between the Reid controversy and Trent Lott's fall from the Republican leadership in 2002: "But I will say, anybody looking at Trent Lott's statements praising somebody who had been a pro-segregation candidate for president will see that there is no comparison between those comments and those of Senator Reid's. Now, the senator did make comments that were wrong and insensitive, and he's apologized. But he made them in the context of promoting the candidacy, the historic candidacy of Senator Obama."
The White House's Council of Economic Advisers released a report today finding, much as you'd expect, that the administration's top analysts believe the Democrats' health care reform initiative will reduce the rate of growth of public and private health care spending, and, as a result, increase GDP and boost employment.
According to CEA Christina Romer, who spoke with reporters by phone this morning, the Senate health care bill would "slow the growth rate of health care costs by one percentage point." That may not sound like a lot, but it translates into many billions of dollars a year in savings over what analysts expect in absence of health care reform.
That, Romer said, could have far-reaching ramifications for other economic indicators, such as GDP, which she said will be "as much as four percent higher than it would have been" in the absence of reform by 2030.
Separately, the report finds that, under the terms of the reform bill, median family income would be $6,800 a year higher than currently projected, the federal budget deficit would be two percent lower than projected by 2030, and unemployment will decrease in the near term.

McConnell: 'There Are More Democratic Positions Than You'd Find In A Stack Of Newspapers'
Appearing on Face The Nation, Senate Minority Leader Mitch McConnell (R-KY) put forward Republican unity on health care -- contrasted to the Democratic divisions that have delayed passage of a bill, even with 60 Democratic Senators. "It's noteworthy that you had to have three Democrats on to explain the Democratic position," said McConnell. "There are more Democratic positions than you'd find in a stack of newspapers, [and] therein lies the problem."
Summers Predicts Positive Job Growth By Spring
Appearing on This Week, White House Economic Council Director Larry Summers predicted positive job growth by the spring: "If you look at the employment statistics, they will show employment growth. They were showing losing 700,000 a month. Last month, they showed losing 11,000 jobs. They will bounce from month to month, but I believe that, as do most professional forecasters, that by spring, employment growth will start to be turning positive."
