Obama-Hoyer Bond Forms As Pelosi Rejects Budget Deal
The Hill reports: "This year's budget battles have forged a loose bond between President Obama and Steny Hoyer (D-Md.) while revealing some distance between the White House and Nancy Pelosi (D-Calif.). The informal alliance has propelled the minority whip into the spotlight of the spending debate, bolstered his reputation as a centrist dealmaker and even led some Democrats to suggest he should lead the caucus in the looming talks over raising the nation's debt limit."

Russian Prime Minister Vladimir Putin characterized U.S. monetary policy as "hooliganism" in his annual address to the Russian Parliament Wednesday.
As reported in the Wall Street Journal:
"Look at their trade balance, their debt, and budget. They turn on the printing press and flood the entire dollar zone -- in other words, the whole world -- with government bonds. Cost Of Military Campaign In Libya Could Wipe Out GOP's Spending Cuts
The Hill reports: "U.S. military operations in Libya could wipe out a significant chunk of the budget cuts won by congressional Republicans in recent weeks, defense analysts say. GOP leaders have trumpeted enacted spending reductions that amount to more than $285 million per day since the beginning of March. But defense analysts say the Pentagon could be burning through more than $100 million per day in Libya, putting those budget savings at risk."

U.S., UK and France: Qaddafi Must Comply With No-Fly Zone

President Barack Obama and his British and French counterparts are demanding that Libyan leader Muammar Qaddafi immediately comply with a U.N. Security Council resolution creating a no-fly zone aimed at protecting civilians from attacks.
Obama phoned British Prime Minister David Cameron and French President Nicolas Sarkozy Thursday evening after the Security Council vote on the resolution authorizing the no-fly zone and "all necessary measures" to protect the Libyan people from Qaddafi's forces, the White House said in a statement.

Obama Declares Bond With Japan 'Unshakeable'
CNN reports: "President Obama sent his condolences to the people of Japan over the devastating 8.9 magnitude earthquake, and declared that the United States stands ready to offer aid because of the 'unshakeable' bond between the two nations. Obama, who was informed of the earthquake at 4 a.m. ET by Chief of Staff Bill Daley, also said he has instructed the Federal Emergency Management Agency 'to be ready to assist Hawaii and the rest of the U.S. states and territories that could be affected' by tsunamis."

Obama: Vilsack 'Jumped The Gun' On Sherrod
In an interview with ABC News, President Obama said that Agriculture Secretary Tom Vilsack "jumped the gun" in the firing of Shirley Sherrod. "He jumped the gun, partly because we now live in this media culture where something goes up on YouTube or a blog and everybody scrambles," said Obama. He also added: "I've told my team and I told my agencies that we have to make sure that we're focusing on doing the right thing instead of what looks to be politically necessary at that very moment. We have to take our time and think these issues through."

Sarkozy Lays Into The U.S. On Health Care Debate
In a speech at Columbia University, French President Nicolas Sarkozy spoke about the recent American debates on health care -- sharply criticizing Americans for a lack of compassion on the issue. "Welcome to the club of states who don't turn their back on the sick and the poor," said Sarkozy. He also added: "When we look at the American debate on reforming health care, it's difficult to believe. The very fact that there should have been such a violent debate simply on the fact that the poorest of Americans should not be left out in the streets without a cent to look after them ... is something astonishing to us."

Hoyer: House Will Re-Approve Reconciliation Bill
House Majority Leader Steny Hoyer (D-MD) predicted that the House will re-pass the health care reconciliation bill, in the wake of minor modifications made to it by the Senate parliamentarian. "I expect to get this bill back from the Senate sometime this afternoon, and I would expect several hours after we will have the bill on the floor, and we will pass the bill and send it to the president," said Hoyer.

Gibbs: U.S. And Russia Will Continue START Treaty
President Obama and Russian President Dmitry Medvedev
White House Press Secretary Robert Gibbs said it is "unlikely" the outstanding issues between the U.S. and Russia will be resolved in the next 24 hours so the two world powers will instead issue a joint statement agreeing to continue the expiring nuclear arms START treaty until the new agreement is inked.
Gibbs said President Obama spoke with Russian President Dmitry Medvedev and they agreed on the statement, which the Kremlin has already sent out a day early.
The treaty expires Dec. 5 and the statement agrees to keep with what is in place now for an indefinite period.
Gibbs declined to discuss the sticking points but said he believes they can "work through" them and come to a new agreement.
